3. Der zweite Allgemeine Vizepräſes iſt Kommiſſär für die Miſſion.
Zu ſeinem Departement gehören ſämtliche Miſſionskommiſſionen der All⸗
gemeinen Synode.
4. Der dritte Allgemeine Vizepräſes iſt Kommiſſär für die Publi⸗
kationen.

General: Within the Presidial College, the various departments of
synodical work are to be distributed among the members of this college
in such a way that each regards the work assigned to him as his
particular field, his specialty. Each member of the Presidial College
would then be the commissioner for a particular area of work, without
thereby being released from the duty of also attending to the other
areas of synodical activity. The division of labor might perhaps be
carried out in the following manner:
In particular: 1. The General *Präses* [president] is commissioner for
the Synod's higher education system; since he is, after all, the
visitor of the institutions, he is in contact with the faculties,
serves them and the whole Synod with his counsel, and reports in the
*Lutheraner*, as often as seems good to him, whatever is suitable for
publication.
2. The first General vice-president is commissioner for the Synod's
financial affairs; he is chairman of a finance committee to be
elected, consisting of himself, the treasurer of the General Synod,
and two other capable businessmen. His department also includes: the
General Board of Oversight, the Committee for the Administration of
Bequests, and the Committee for the General Church Building Fund.
3. The second General vice-president is commissioner for missions. His
department includes all the mission committees of the General Synod.
4. The third General vice-president is commissioner for publications.
His department includes the board of directors of Concordia Publishing
House, as well as the committees for the revision of books. The
faculty of the theological seminary, which examines material intended
for publication for soundness of doctrine, is not included here.
5. The fourth vice-president is commissioner for the General Synod's
relief funds. His department includes the relief committees.
6. The commissioners named have, with respect to the committees
assigned to their departments, only the right to give good counsel,
and possess no powers of authority that have not been expressly
conferred upon them by resolution of the Synod. The relationship of
the various committees to the Synod and to their work is not affected
by the proposed arrangement; they remain, as before, independent
committees, except insofar as the Synod determines otherwise.
7. All committees of the Synod are, however, to report quarterly to
the commissioner appointed for their department, and, if they have
nothing to report, to inform him briefly of that as well.
8. After receiving the reports from his department, each commissioner
compiles as brief a statement as possible of the state of affairs in
his area of work and sends it to the General...
