Succop gutgeheißen werde;

112 Proceedings of the 28th General or

...the Commission, the missionaries' salaries should be raised, your committee recommends to the Synod that it urgently remind the congregations of the resolution passed three years ago, to take up a collection annually, about the 12th Sunday after Trinity, for the Deaf-Mute Mission.

2. Your committee further recommends forgiving the Deaf-Mute Mission a debt to the Concordia Publishing House in the amount of $169.25, for copies of the Lutheran Pioneer distributed earlier in this mission.

These recommendations were adopted as resolutions.

B. Abroad.

The Commission opened its report with the following words:

As the Commission for Home Missions Abroad prepares to report to the Venerable Synod on the work entrusted to it during the past triennium, it would first like to point out that it has pleased God to remove the chairman of this Commission, Pastor Louis Lochner, who administered this office for ten years with great faithfulness and skill, from the church militant to the church triumphant, from labor into the rest that awaits God's people in heaven. He fell asleep in blessedness on November 9, 1909. In him our Synod has lost a longtime, faithful, and active member, and the work of missions in particular has lost a warm friend and promoter. May his memory remain among us in blessing! Since the Synod made no provision for how such a gap in the Commission was to be filled, the Commission, together with the Venerable General Präses [president], elected Pastor H. H. Succop to the vacant position.

Your Commission can only encourage the Venerable Synod to joyful thanksgiving to God, who has so visibly furthered this mission's work in the past three years and crowned it with such rich blessing.

Resolved:

1. That the filling of the vacancy in the Commission, arising from Pastor L. Lochner's blessed departure, through the election of Pastor H. H. Succop, be approved;

2. That the Commission be authorized, when vacancies occur within it, to fill its own ranks, with the advice of the Venerable General Presidium.

a. Brazil and Argentina.

Concerning this very extensive and promising mission field, the Commission reported as follows:

About ten years ago, Pastor W. Mahler entered this work as the first called missionary, by accepting the call from our first congregation in Brazil. Many indeed had hoped that congregations would soon gather there around the Lutheran banner,
