...other functions assigned to them that were not part of the former election board's duties.
The regulations as adopted read as follows:
1. The nomination of candidates for our educational institutions remains as before.
2. The supervisory board of each institution shall also form the election college, but together with the General President, or one of the General Vice-Presidents, as well as three pastors, either from the same district in which the institution is located or from neighboring districts. The election colleges of the teachers' seminaries shall, in addition, have two teachers from the institution's district added to them.
3. The members of the individual election colleges are elected in such a way that the district in which the institution is located elects the necessary persons in the year before the Delegate Synod, and presents this election in the following year to the Delegate Synod for acceptance, rejection, or amendment.
4. The nomination of candidates for a professorship must take place within three weeks after the call for nominations has gone out, and likewise the raising of any protests within three weeks after publication of the candidate list.
5. When the candidates are published, it shall also be stated by whom they were nominated.
6. Each election college is to exercise oversight of the instruction at the institution under it and, should the election of a professor prove to be a mistake, to bring about a change.
7. Both the suspension and the removal of an institution's teacher shall be carried out by the election college. With a teacher's removal, his salary and free housing cease.
8. Each election college must examine and approve annually the curriculum drawn up by the faculty.
9. The election colleges are authorized to grant a newly called man sufficient leave to prepare himself in his special field.
Resolved, that these instructions also apply to those district institutions whose professors are appointed and salaried by the General Synod.
Resolved, that the old election college shall continue to function until the new arrangement has been ratified by the congregations.
