Synode folgenden

188 Proceedings of the 28th General or

that each district should establish a standing commission for all
cases of this kind.)

'This Committee of Trust, to be jointly established, must not be
regarded as an instance between the District President and the
district synod that one would be obliged to use, but only as a
friendly, trustworthy commission that one is free to make use of.

'The Committee of Trust established in this manner shall
investigate the entire matter in the presence of the District
President, in order, where possible, to settle it.

'If a person about to be suspended wishes to make use of the
mediation of such a Committee of Trust, and notifies the president
of this before the expiry of the four-week period, then the
suspension notice shall be withheld from publication in Der
Lutheraner, so as to give opportunity for the matter to be
reviewed. If the case is not thereby settled, then publication of
the suspension in Der Lutheraner shall be withheld no longer than
six weeks from the date of the president's first notice that the
suspension would take effect.'

"The purpose of the Committee of Trust accordingly consists in
investigating, in the presence of the District President, the whole
matter laid before it, in order, where possible, to settle it. To
achieve this, the Committee of Trust may use all means and take
all paths that do not conflict with God's Word. We hold that it
would contradict the nature and purpose of a Committee of Trust
if it were given special powers, or if it were restricted in its
activity."

Regarding the unprinted memorial [Eingabe] from the
congregation, the committee recommended:

"Since the case reported in this memorial has not yet come
before the district synod concerned, this memorial is referred to
the district concerned."

Inquiry Regarding Socialism.

Report of Committee No. 19, which was to recommend an answer:
"To the Reverend Synod of Missouri, Ohio, and Other States.

"Your Committee No. 19 takes the liberty of submitting the
following report to the Reverend Synod:

"There first lay before your committee a question addressed to
the Synod for an answer, namely the question: 'May a Christian,
a member of a congregation in our Synod, join the Socialist
Party?' And the questioner specifically wishes an 'unqualified'
answer.
