138 Proceedings of the 26th General or

Note: The sum of $15,000.00, which the Auditing Committee named in addition to the $68,777.26 mentioned above (see p. 44), is not a debt of this fund, because it is booked as an expenditure for the Seminary in St. Louis but has not yet been drawn by the supervisory board there.

2. Resolved, that in future, too, buildings and larger repairs that have been resolved on shall not be begun until the outstanding debts in the building fund are covered.

Note: What is intended for the present shall also apply for the future, so that the present ill state of affairs does not soon recur.

3. Resolved, that three-thirds — that is, the full amount — of the funds approved by the Synod be subscribed, and not less than two-thirds of it paid in to the General Treasurer, before new buildings or larger repairs resolved by the Synod may be undertaken.

4. Resolved, that the various supervisory boards be instructed to inform the General Treasurer:

a. when a new building or a larger repair is to be undertaken;

b. the contract sum for such a new building or repair; and

c. the payment deadlines.

5. Resolved, that the building-fund account shall not be charged with buildings, repairs, and improvements that have not been resolved by the Synod but are to be carried out by the supervisory boards with the approval of the General President. The funds needed for these are to be taken from the Synodical fund.

Note: In discussing this point it was emphasized on all sides that from now on the Synodical fund must be provided for considerably more generously than before, if this fund is not to fall continually into difficulty.

6. Resolved, that the following 5 points be adopted by the Synod as its directive:

1. If a congregation contributes nothing, or only a disproportionately small amount, to each of the main funds (Synodical fund, building fund, and Home Missions fund) within about a year, the visitor concerned shall inquire of the pastor of such a congregation about it and speak plainly as the case requires.

2. On the occasion of the conferences, the visitor shall address a general, friendly reminder to the members not to forget the main
