obenerwähnten Beſtimmungen in dieſer Sache etwa folgende hin⸗
zufügen wolle:

treffenden Gemeinden in ihrem Synodalgebiete rechnen, ſo ſollte
erſt damit vorangegangen werden, nachdem der
Diſtrict ſelbſt ſeine Billigung des Unternehmens
ausgeſprochen hat.

geſprochen hat, bleibt dieſes ſelbſtverſtändlich ein Privatunternehmen;

„Schon ſeit 25 Jahren beſteht dieſe Gemeinde in dieſer Groß⸗

134 Proceedings of the 26th General or

...signed by synodical officers, and this right shall not be curtailed. But would it not, for all that, be salutary if this Honorable Synod recalled the advice repeatedly given, not without reason: that as a rule an appeal for aid should be considered only when the synodical officers concerned, who are duty-bound to investigate individual cases, certify with their own signature that an appeal is one that should be considered; that such certification be required precisely from those persons who personally present the needs of a charitable undertaking to the individual congregations?

"The Pastoral Conference of Chicago takes the liberty of finally leaving it, in all modesty, to an Honorable Synod's discretion whether it might wish to add the following to the provisions mentioned above in this matter:

"1. If individual persons or a group of congregations in any district of our dear Synod intend to carry out a particular charitable undertaking, and in doing so count on financial support beyond the bounds of the congregations concerned in their synodical territory, this should be undertaken only after the district itself has expressed its approval of the undertaking.

"2. But if in such a case the charity of Christians is intended, or is foreseeably going to need, to be drawn upon beyond the bounds of the district, then the General Synod, too, must first be asked for its approval of the undertaking, and this approval must have been given before the work is taken in hand.

"3. But even after a district or the General Synod has expressed approval of an intended particular charitable work, this remains, of course, a private undertaking; it thereby only recommends support of it to the congregations, without any obligation of the Synod arising from this in that regard." (Petition of the Chicago Pastoral Conference.)

"The Evangelical Lutheran St. John's congregation of Denver, Colo., takes the liberty of coming before the Honorable Synod with a request concerning the debt of $2100.00 that it owes the Synod.

"For 25 years now this congregation has existed in this large city under mostly very meager circumstances. Denver, and Colorado generally, has a shifting and migrating population, so the congregation has, for 25 years, had a very changeable existence.
