Darum, in

...rental housing in Seward is extremely scarce, and we could
therefore find ourselves, in a given case, in the most awkward
difficulty.
"We could now close our report, if we did not feel compelled to
express to the Reverend Synod one further wish, namely the wish that
a Reverend Synod resolve to expand our institution into a full
teachers' seminary.
"From the very beginning it was, after all, the Synod's intention to
expand this school over time so that its students could complete
their studies for the teaching office there on the spot. Why should,
and why would, the Synod put off this plan of its any longer? That we
need a second full teachers' seminary is surely something all members
of the Synod agree on. Every year the shortage of teachers has grown
larger, and it will grow larger still in the future. But by what
other means can this shortage be remedied than by seeing to it that
in the future more teachers than before can be trained and sent into
the field? That, however, can only happen if we have a second full
teachers' seminary.
"Of course, considerable costs are connected with expanding our
seminary, but should the Synod for that reason refrain from this
work, so necessary and beneficial to the church? Has God not always
supplied the means whenever the Synod undertook a work necessary for
the building of his kingdom? So he will surely also here grant the
accomplishing along with the willing. Therefore, in view of the
prevailing need, and in view of the encouragement that has reached us
from several districts of our Synod, your board of control comes
before the Reverend Synod with great joy and confidence with the
motion that the institution at Seward be raised to a full teachers'
seminary. — Should the Synod resolve this, the board of control
considers it most expedient to erect an instructional building whose
cost will not exceed the sum of $20,000.00, for the granting of which
we therefore ask. Further details on the building will be presented
in the oral discussion.
"But to him, the faithful God, who has hitherto taken such kindly
care of our institution, may it also in future be commended, to the
honor of his name and the furtherance of his kingdom." (Report of the
Board of Control at Seward, Nebr.)
"In our state, as is well known, a teachers' seminary was founded
years ago already, because the church had a great shortage of
teachers, and because it was not advisable to...
