Ad 3. Dieſen ganzen Vorſchlag ſollte man ſtreichen und dieſe
Sache ganz den einzelnen Diſtrikten überlaſſen.
Ad 4.

On item 3. This whole proposal should be struck, and the matter left
entirely to the individual districts.
On item 4. That the Synod recommend to all districts that they
establish a finance committee (consisting of about three men, not too
far apart from one another) that would work within its district to
have these resolutions carried out as generally as possible, keep
itself informed of the district's financial situation, report to the
visitors, and through them have delinquent congregations encouraged in
an evangelical manner, as well as give the assembled district synod an
overview of the district's and the General Synod's finances, with such
recommendations and proposals as may be warranted.
In place of 5: Addition: 5. That the General Synod likewise establish
a finance committee (also about three persons, who can easily meet
together) which must draw up the General Synod's annual budget and
deliver it to the districts' finance committees, and agree with them
on what portion of the General Synod's budget each individual district
might undertake. This committee shall keep itself informed as
precisely as possible at all times about the financial situation of
the Synod and of the individual districts, discuss the Synod's finances
thoroughly each year with the General Synod's president and treasurer
and the district presidents on the occasion of the distribution of the
candidates, and present a clear report to the Delegate Synod.
On behalf of the St. Louis one-day conference
The committee:
J. F. Schuricht.
Rich. Kretzschmar.
The Kansas District resolved to endorse the petition of the Ev.
Lutheran St. Paul's congregation of Melrose Park, Ill., concerning the
finances of the General Synod and of the individual districts, but
with the addition, in point 3, of the words "as well as for one's own
household." Point 3 should accordingly read: "that, if possible, a
printed report be distributed in every congregation no later than the
beginning of March, stating how much the individual congregations in
the district contributed, according to the receipts published in the
*Lutheraner*, to the various treasuries of the Synod and of the Kingdom
of God, as well as for their own household, in the previous year."
Distribution among the Individual Districts of the Money to Be Raised
for the Main Treasuries.
To the Reverend Synod of Missouri, Ohio, and Other States, assembled at
Chicago, Ill., in May 1914.
In 1905 the General Synod at Detroit adopted the following five points
as a resolution:
1. If a congregation contributes nothing, or only a relatively small
amount, within a year toward any of the main treasuries (the Synodical
treasury, the Building Fund, and the Home Mission treasury), the
visitor concerned shall
