be chosen. For the teacher seminaries, two of the five persons named shall be teachers.

3. No member of the Synod, apart from the General President, may be a member of two electoral colleges at the same time.

4. The members of these electoral colleges are elected in such a way that the district in which a gymnasium is located elects the necessary persons by ballot in the year before the Delegate Synod, and presents this election the following year to the Delegate Synod for acceptance, rejection, or amendment. For this purpose the names shall be published in the "Vorlage für die Synode" [Synod's pre-convention report]. If no written protest or substitute proposal reaches the election judge within the first two days of the Synod's sessions, the election of all is confirmed by a motion to that effect.

5. The right to nominate a candidate for a vacant professorship at our educational institutions belongs to the board of control and the faculty of the institution concerned, as well as to every congregation of the Synod. This must, however, take place within three weeks of the notice published in the Lutheraner.

6. The names of the nominated candidates are to be published in the Lutheraner, stating by whom each person was nominated.

7. The faculty, the board of control, and every congregation of the Synod have the right to protest, within three weeks of the date of the announcement of all the candidates, against any person put forward as a candidate, on the grounds of proven false doctrine or proven offensive conduct. If the electoral college does not sustain the protest, it may be held accountable by those protesting before the Synod.

8. Immediately after the election, the electoral college of the institution concerned is to make its result publicly known through the Lutheraner.

9. In extraordinary cases the General Synod reserves the right, while in session, to carry out elections to fill teaching positions at its institutions itself, on condition, however, that elections carried out in such cases must be submitted to the congregations for confirmation. If, within three weeks of the publication of the election by the secretary of the electoral college of the institution concerned, no valid protest against it is received, the election is valid.

10. Members of the electoral college should from time to time attend the classes of the institution concerned.

11. Both the suspension and the removal of an institutional teacher for heresy, offensive conduct, or willful neglect of the duties of his office shall be carried out by the electoral college, and likewise
