14th Delegate Synod of Missouri, Ohio, and Other States, 1914. 113

in this the board of control has only one collective vote. On the removal of a teacher, his salary and free housing cease.

12. These instructions also apply to those district institutions whose professors are appointed and paid by the General Synod.

II. Boards of Control.

1. For each of the Synod's educational institutions there is a board of control, formed of the district president concerned, one scholarly, educated preacher to be elected, and three suitable persons to be elected from the membership of the local or neighboring congregations. The members of the boards of control and their legal successors are at the same time trustees of the institution concerned.

2. The board of control of an institution must give diligent attention to the following:

a. whether the doctrine taught at the institution accords with the Word of God as understood by our church's confessional writings (the Book of Concord, 1580);

b. whether the teachers faithfully carry out their office and adorn it with a godly walk of life;

c. whether the institution's finances are conscientiously administered.

3. The board of control of the institution concerned must deliver the call to the elected candidate immediately after an election. It is also authorized to grant a newly called person sufficient leave to prepare himself for a particular subject.

4. The board of control has the right to appoint necessary provisional substitute teachers at the institution under it.

5. The board of control shall pass judgment on, or approve, any expulsion of pupils from the institution that may become necessary.

6. The board of control of each institution shall, together with its teachers, draw up a curriculum each year, or else approve the curriculum drawn up by the latter, in which the various subjects are to be distributed in whatever way is most conducive to achieving the goal set for the institution concerned.

7. The board of control has the right, in conjunction with the faculty, to determine in which subjects each individual teacher is to give instruction.

8. Each board of control shall see to it that at least one of its members attends some of the classes of the various institutional teachers under it each school year.

9. If the board of control has become convinced that an institutional teacher is incapable of administering his office, either because he lacks the necessary knowledge and teaching skill, or because he is not able,
