Empfehlungen 1, 2, 3, 4, 5 und 6 wurden angenommen,
Empfehlung 7 abgelehnt.

3. that the editorial committee consist of two members, one a
member of the faculty and the other a member of the English
District, resident in St. Louis;
4. that the faculty designate the one from among its members who is
to be on the editorial committee, and that President M. Sommer be
the second member;
5. that we leave it to the new editorial committee to secure regular
contributors (associate editors), and in doing so draw their
attention especially to the current editorial committee, which has
proven itself and has a wealth of experience at its disposal;
6. that we ask the present editorial committee to continue serving
until the new arrangement can take effect;
7. that regarding paid advertisements the same provision be made for
the Witness as for the "Lutheraner." (See above, "Lutheraner,"
point 3.)
Recommendations 1, 2, 3, 4, 5, and 6 were adopted; recommendation 7
was rejected.
To the question whether the editorial staff of the "Lutheraner" may,
without a special resolution of the Synod, depart from old but now
unnecessary customs — such as the separate publication of mission
festivals held — the chairman answered that the Board of Directors
and the editorial staff have a free hand in all matters on which the
Synod has not made special provisions.
C. Special Announcement of Synodical Matters through the Papers.
The Middle District expresses the wish that important synodical
matters, which bring about far-reaching changes and require
significant financial sacrifice, be made generally known through the
synodical papers before the Synod convenes.
Committee Report.
We are of the opinion that this wish is sufficiently accounted for
by the printing of the petitions and reports.
Adopted.
Church Agenda [liturgy].
The changes to our church Agenda, on which the last Delegate Synod
in part passed resolutions and in part made recommendations (pp. 152
and 153 of the synodical report), have been carried out by the
undersigned according to the particulars found there and in the 1911
synodical submission, pages 118–123. In place of Prof. Fürbringer,
at his request, the Reverend General Presidium assigned Rev. P. C. C.
Schmidt to Prof. Krauß as co-worker. Both, by seeking, in all
doubtful or questionable cases, the advice and assistance of the
