14. Delegatenſynode von Miſſouri, Ohio u. a. St. 1914. 115

Amendierung ihres alten “charter”.

14th Delegate Synod of Missouri, Ohio, and Other States, 1914. 115

to append a statement of the construction costs of buildings erected and major repairs to their report to the General Synod.

18. In order to be better able to fulfill their obligation to see to the maintenance and proper furnishing of the institutional and farm buildings, as well as to the provision of everything needed to maintain a good state of health, the boards of control are authorized to elect three men from the congregations concerned to stand by them as an advisory and helping committee.

19. It can very easily create a bad appearance if those officers of the Synod who are to assign work and set wages themselves undertake the performance of such work. The boards of control should therefore watch strictly that those who let contracts and those who carry them out remain cleanly separated from one another, even in only minor matters.

20. The boards of control are responsible to the General Synod for all their actions as such, and shall report to it, at each of its meetings, on the condition of the institution concerned in every respect.

21. The board of control shall have the right to fill its own vacancies, should a member depart between two meetings of the General Synod.

Special Resolutions.

Resolved, that the matter be submitted to the congregations for ratification in the same way as three years ago.

Resolved, that the election for the electoral board now be carried out, but that the present electoral boards remain in office until the new synodical rule has been ratified by the congregations.

Resolved, that the nominating committee propose the missing candidates.

Resolved, that the nominating committee draw up a double slate of candidates, so that substitutes may be available if needed.

All electors nominated by the districts were confirmed by the Synod.

Incorporation of the Synod.

Various petitions on this subject, as well as a series of recommendations from the committee, were before the Synod. The lengthy deliberations finally led to one resolution, namely:

that the Synod, at this time, refrains from amending its old "charter."

Protests against this resolution were entered into the record by the deputies Messrs. G. E. G. Küchle and Louis J. Meyer, both of Milwaukee, Wis.
