folgendes empfehlen:

14th Delegate Synod of Missouri, Ohio, and Other States, 1914. 67

More general resolutions.

Order of expenditures from the building fund.

Mr. Bosse of the General Board of Control asked whether debts should
now be paid first, or the approved buildings constructed first.
Resolved, to leave the matter to the regulation, which indeed leaves it
to the best judgment of the General Board of Control in what order the
expenditures of the synodical building fund should take place.

Hiring of assistant teachers.

Resolved, to refer the following boards of control, with their
requests for new professorships, to the regulations governing
assistant teachers: Milwaukee, Wis.; Concordia, Mo.; Bronxville, N.Y.;
Winfield, Kans.; Oakland, Cal. (Moved by Committee 1.) The same
resolved regarding Fort Wayne. (See p. 45.)

Resolved, that the boards of control of our institutions make more
extensive use than heretofore of their right to hire assistants.
(Moved by Committee 13.)

Special treasury report for the pre-committee.

Resolved, that the treasurer of the General Synod be required to
submit, for the use of the pre-committee on appropriations, an exact
report on the synodical treasury as well as on the synodical building
fund at each Delegate Synod, and that the chairman of this
pre-committee be charged with obtaining this report.

Educational matters.

Training of teachers.

On Petition 21, concerning the training of teachers for our
institutions, Committee 13 reported:

We recommend that the Reverend Synod declare as follows: "We recognize
the principle that it would be advantageous, and therefore desirable,
for the Synod if it could call professionally trained men to its
institutions; but we cannot recommend the path here proposed for
obtaining such men."

This recommendation was adopted.

Committee report. Two unprinted petitions bear a certain relation to
this petition: a letter without signature, "A Lutheran University or
Something Else," and a memorandum by Dr. G. Sihler. The committee is
of the opinion that what is proposed here is, at least for now,
impracticable. It would, however, like to recommend the following:
