122 Proceedings of the 25th General, or
Treasurer to issue receipts in duplicate for all moneys received. On the
duplicate (which could be done by means of a return postcard), an
instruction could direct its recipient to sign this duplicate and send it to
the Revision Committee, c/o Concordia Publishing House. The sum of the
receipts would then, as a matter of course, yield the sum of the moneys
taken in.
"All outstanding notes bear the signature of the current General
Treasurer. We believe that a change is called for here as well. In our
opinion, sound business rules should govern all money matters, and these
require that such documents be signed by two persons — in this case, say,
by the General Treasurer and the Reverend President of the Synod.
"For the expenditures of the General Treasurer we found receipts on
hand. We also satisfied ourselves at each audit that the cash balance was
actually present. The interest-bearing securities were shown to us
annually.
"The Synod's resolution, according to which the General Treasurer is
to keep larger sums in a rented safe rather than depositing them, is in our
opinion an outdated one. The caution intended by it is unnecessary, since
the Treasurer has protected the Synod from any possible loss by an
absolute guarantee from the bank officers.
"At the General Agent's we likewise found receipts on hand for all
expenditures. We had bonds in the amount of $12,000.00 — for the
insurance fund — shown to us. Here too we satisfied ourselves that the
moneys stated in the statement were on deposit in the bank.
"Whether the General Agent's income can be audited by the method
proposed for the General Treasurer, we do not venture to claim. Whether
the attempt should be made we leave to the Reverend Synod to decide.
"For the rest, we would like to state that, in our conviction, the
General Agent has discharged his office with self-sacrificing faithfulness.
The whole conduct of the business, as well as the bookkeeping, is to us a
proof that he possesses expert knowledge to a high degree and puts it to
good use for the Synod as well.
"The Synod's ruling, by which the various supervisory boards are
instructed not to exceed the sum of $500.00 for any repairs, has been
violated by several of these boards, precisely because, as we too believe,
the sum is too small. We therefore recommend that this sum be raised to
$1000.00 for all full-course institutions (Vollgymnasien), while for the
other institutions the sum of $500.00 be left standing.
