Tenth Delegate Synod of Missouri, Ohio, and Other States, 1902. 129

or by boards, have not come in as the Synod's own provisions (Report of
1896, p. 120, § 6, and 1899, p. 118, second resolution) nevertheless
require. (For this reason no comprehensive report on the administration
of legacies has yet appeared in the *Lutheraner* — Report of 1896, p. 120,
§ 7.) The resolution of the last Delegate Synod — 'that all legacies
bequeathed to the Synod in general or directly, that is, in such a way that
the administration of the legacy has not, by the testator's express
provision, been assigned to a particular person or board, shall be
delivered by their present administrators to the Commission for the
Administration of Legacies for further administration' — this resolution
has been carried out in only one case.

"What can therefore be reported, under the circumstances, about the
administration of individual legacies is as follows:

"I. Legacies administered by the Commission for the Administration
of Legacies appointed by the Synod:

"1. The legacy 'from the savings of a pastor's wife'; amount:
$1000.00.

"2. The Steinfat legacy; amount: $47.50. These two legacies are
invested together in Government Bonds. The proceeds from May 1,
1899 to May 1, 1902 were $95.80 [printed "$95:80"] and have been
delivered to the General Inner Mission treasury.

"3. The Heitmüller legacy; founder: Anton Heitmüller, Washington,
D.C.; purpose: 'For the support of poor students preparing for the
ministry'; amount: $1000.00. It was handed over to the Commission for
administration on January 12, 1900, and has yielded $50.00 per year
(that is, $100.00 in all), which sums, per receipts, were paid out to a
student named by Mr. P. H. Schröder and Mr. A. Heitmüller Jr. at the
seminary in St. Louis.

"II. Legacies whose administration was reported to the Commission:

"1. Legacy for the Concordia College in Milwaukee, Wis.: endowed
by Dr. W. Sihler on June 17, 1892; amount: $1000.00. Proceeds
designated for a library for the two upper classes of the Gymnasium. The
sum has grown to $1620.10, of which $1500.00 was set aside as capital
and $120.10 was spent for library purposes.

"2. Legacies for the seminary in Springfield, Ill.: total sum $2528.36.
Of this, $2509.00 is invested at 3½ percent in city bonds. In the treasury
as of October 11, 1901: $19.36.

"3. Legacies administered by the Illinois District: the Krieg legacy:
$550.00; proceeds for 1899 and 1900: $22.00 per year; paid out to a
student from the St. Paul's congregation in Chicago. — The Sieckmann-
Werfelmann legacy: $250.00. The proceeds were $10.00 annually and
were given over to the fund for poor students in Springfield. —
