commiſſionen, welche Geld bedürfen, ſich verpflichtet ſehen, ſich an die All⸗

The Support Fund.

"The present report covers a period of three years, namely from
April 1, 1896, to April 1, 1899. — The Committee has nothing out of
the ordinary to report, since its activity has moved only within the
long-familiar bounds that can be briefly described by the two words
'income' and 'expenditure.' In the previous report the Synod could be
given the pleasing news that the General Support Fund had been
remembered by two bequests in the amount of $1352.00. The present
report can offer no such pleasing news, since income has been limited
solely to the surpluses from the homiletical magazine and from the
Raithel endowment. Nevertheless the General Committee has been able
to comply with the requests of those District committees that asked
for a subsidy from the General Fund. Some resolutions of the last
Delegate Synod (cf. the 1896 report, p. 123) have been either not
followed at all or only partly followed: not at all, the resolution
'that the District committees shall be obligated to turn their
surpluses over to the General Committee'; only partly, the resolution
'that the District committees shall report to the General Committee
no later than January 15 of each year on the number of all persons
supported, as well as on the sums of expenditures and income.' The
consequence is that the General Committee cannot possibly obtain an
overview of the whole support matter, and in fact does nothing more
than take in money, keep books on it, and pay it out again to the
individual District committees. It has the appearance that only the
District committees that need money feel obligated to turn to the
