Answer to a Constitutional Question.

"According to Chapter III, §§ 1 and 2 of the synodical constitution,
the constituent parts of the synodical membership are the ministers
of the Church and the deputies of the parish congregations, and the
advisory members are all orthodox preachers and candidates for the
preaching office and teachers not empowered by the congregations, and
all delegates of a congregation of the synodical body appearing
besides the deputies. From the provision, 'Preachers and deputies,
when absent for a well-founded reason, may in a given case cast their
votes in writing,' and from the expression 'delegates appearing,' it
follows that in these paragraphs what is meant is the Synod as
assembled in its representatives, and not the Synod that is
represented by these representatives at the assemblies and that
consists precisely of all the congregations that have joined together
to form the Synod. With respect to the Delegate Synod, § 7, A,
further specifically determines how it is to be composed
