reiflicher überlegt ſein will“, ſo faßte die Synode bezüglich derſelben fol⸗

132 Proceedings of the 24th General, or

New Organization of the Delegate Synod.

"It is becoming ever clearer that the present arrangement for
representing all the congregations of our Synod in a Delegate Synod
is no longer suited to the Synod's present and future size and
extent; the body has evidently grown too large. It would therefore
seem to be time to consider how the many drawbacks might suitably be
remedied." (Excerpt from a petition concerning a reorganization of
the Delegate Synod.)

"Since this matter is of the highest importance, and since it is
also not easy to find the right remedy and way out here, and the
matter wants longer and more mature consideration," the Synod
accordingly adopted the following resolution:

Resolved, that 'the General President be hereby charged with taking
the appropriate steps as soon as possible, so that a proposal for
correcting the prevailing drawbacks be worked out and submitted next
year to all the District synods for discussion. Should it turn out,
after gathering the opinions of the Districts, that a revision of the
proposal is necessary, then in the second year the so-revised
proposal shall again be submitted to all the District synods, and
only then be taken up for discussion, or resolution, at the next
Delegate Synod.'

Ratification of a Change in the Constitution.

The General President informed the Synod that the change to the
Constitution concerning the representation of the professors at the
Delegate Synods had been ratified (approved) by the congregations,
and that the resolution recorded in the report of the General Synod
of the year 1896, p. 134, § 1, had accordingly become valid.

Petition of Two Congregations.
1. The Congregation at St. Clair, Mich.

"As is well known, the Immanuel Ev. Lutheran congregation here lost
its property by judicial decision. But on the advice of the Mission
Committee it set to work at once and bought a piece of land again,
comprising two acres, and built a school and a church on it. Now
there still rests on the property a debt of about $2500.00. We
therefore turn to the Reverend Synod with the question of whether we
might not borrow this money (this $2500.00) from the Synod." (Excerpt
from the petition.)
