Vierten Delegatenſynode von Miſſouri, Ohio u. a. St. 1884. 55

I. In Betreff der Lehrer⸗Collegien:

(Director) allein. Für Appellationen vom Präſidenten (Director) iſt die
Aufſichtsbehörde die nächſte Inſtanz.

Fourth Delegate Synod of Missouri, Ohio, and Other States. 1884. 55

unconditionally necessary. He need understand enough of it to be able to judge the performance of his colleagues. What he needs more — indeed, above all — are the other gifts and qualities of which mention has already been made.

"4. This arrangement loads too much work onto the Director. — Answer: That is undeniable. For this reason something else must be taken off his hands. But not, say, by distributing those functions which essentially belong to the governance, that is, to the administration, of the institution, and which must therefore necessarily remain together in one hand, but rather by transferring such tasks as do not necessarily belong to that, partly to the other teachers, partly to older pupils — the latter, however, the Director must appoint himself, since he has to work with them, and since he, of all people, ought by rights to know his pupils best."

So much for the "Justification," whose inclusion in the Synodical Report was resolved with the remark that it had indeed been read out before the assembled Synod, but could not, for lack of time, be discussed; and that its editorial publication should accordingly be left to its author, President Schwan.

The proposals themselves, likewise put into form by the latter, the General President, were adopted by the Synod in the following wording:

Repealing all previous resolutions and regulations to the contrary, the General Synod hereby establishes the following regarding the Faculties, Directorates, Institutional Presidencies, and Boards of Control:

I. Regarding the Faculties [Teachers' Colleges]:

1. All the teachers of an institution (assistant teachers excepted) constitute the Faculty concerned.

2. The Faculty, in agreement with the Board of Control, is to fix the curriculum and class schedule and the house order.

3. It is to decide on the admission, dismissal, censures, and leaving-certificates of the pupils.

4. It is to determine on any more severe punishments that may be necessary; it is, however, bound to the consent of the Board of Control in the case of any expulsion of a pupil. — Offenses in the teaching hours are punished by the teacher concerned; violations of the house order and of discipline, by the president (Director) alone. For appeals from the president (Director), the Board of Control is the next instance.

5. In the election of a teacher, it has the right of nomination and of protest.

6. In cases of vacancies, a teacher's illness, and similar occasions, it is to provide for substitute help through one or more of its members.
