in the instruction of the upper classes, but receive separate, additional teaching hours in English, and through this — since there are, and will remain, comparatively few of them (at present there are 8) — and since the teacher can devote a fair amount of attention to each individual, something quite respectable can still be achieved." (From the report of the Board of Control.)
At this point, to prevent misunderstanding, it was noted that the above did not concern just any German teachers who had become superfluous over there and who now, here, because they could not support themselves otherwise, sought a teaching post from us merely for the sake of bread. No German teacher of that sort is admitted into our seminary. We proceed here with the greatest caution and accept only those who are furnished with good testimonials, who have stayed for a time in our congregations, and who bring a recommendation from their pastor to the effect that they are humble, sincere, godly Christians.
Resolved, that Professor Günther be instructed to investigate whether it may not be reconciled with the constitution of our Synod, or rather with the paragraph thereof dealing with the examination of "those who wish to become candidates for the teaching office, or who are to be inducted into a teaching office" (see Chapter V, § 13 — Synodical Handbook, 2nd ed., p. 12), that, as for our own seminarians, so also for these men — whether they obtained their training in Germany or acquired their fitness for the teaching office here in this country outside our seminary — the Examination Commission of the Teachers' Seminary at Addison be the properly competent examining body, so that the pastor concerned examine only when he has been commissioned to do so by the former.
Resolved, that Professor Günther submit the result of his investigation to the individual district synods for their judgment, and leave the final decision to the next Delegate Synod.
Resolved, that, for the sake of uniformity, the members of the Examination Commission at Addison also be placed on the list in the Synodical Report that contains the names of the Synod's officers.
The Synod was brought to the conviction that the teaching staff available at the seminary in Addison is no longer sufficient for the great number of pupils present at the institution.
"At Addison there are presently 161 pupils, taught in 5 classes, of which 3 year-courses belong to the preparatory institution and 2 to the seminary proper. — This division, however, does not govern the instruction in music, where 3 singing, 3 violin, 6 organ, and 18 piano classes are counted. All instruction in music is given by the two music teachers here in such a way that
