1. Einige Anträge, welche bereits von ſämmtlichen Diſtricten begut⸗
achtet, resp. angenommen worden ſind, nämlich a. der Vorſchlag hinſicht⸗

28 Proceedings of the 19th General [Synod], or

first turned to the General Presidency and requested a renewed
investigation on the spot. Since, however, I had already myself taken
part twice in the discussion of this matter at the Wisconsin District
Synod, I thought it more fitting to have Vice-President Groß represent
me in my place. He then, on the basis of the minutes taken by the last
commission and acknowledged by all sides, delivered an opinion
confirming the commission's judgment. As a result, Mr. Lehnigk
demanded of me that I now take the matter into my own hands and, for
that purpose, investigate the facts of the case myself on the spot. This I
had to refuse, since the judgment already rendered was in fact that of
the General Presidency itself. Instead, I left it to the man in question
that, if he were certain and could make it in some way plausible that,
and in what respects, a new investigation would bring different facts to
light, he should turn, with a request for review, to the General
Vice-President himself, who would then certainly not refuse it. Mr.
Lehnigk declined this, however, and instead sent in an appeal to the
General Synod here assembled, which I now hereby present. — The fifth
appeal, if I understand rightly, is contained in a letter addressed to the
Synod by Pastor Döscher, which I likewise hereby present without
further comment, except that, owing to a particular circumstance, it
should already be read today.

The resolved change to our constitution concerning the
electoral college [*Wahlcollegium*] has been ratified by almost all the
congregations that have so far sent in their declarations. One
congregation, in doing so, moves that the six members of this body be
chosen from six different districts.

The committee charged by the previous synod with inspecting the
administration of the property of the heathen mission
reported soon afterward that it had found everything in the best order.

Besides what has already been mentioned, the following are now
also before the Synod:

1. Several motions that have already been reviewed, or indeed
adopted, by all the districts, namely: a. the proposal concerning the
presidency of all the educational institutions; b. a proposal from the
General Jewish Mission Commission; c. a motion for the prior
publication of the names of insufficiently known applicants seeking
installation, ordination, or admission into the Synod.

2. A number of proposals of various content that have come in
from conferences, congregations, and individuals, and which could in
part not be mentioned in their proper place because they, like most
petitions unfortunately in general, arrived so late. They will be handed
over to several committees.
