70 Verhandlungen der ſechsundzwanzigſten Verſammlung

“Be it hereby resolved, both in case all three church-bodies con-
solidate, as also in case that only the Norwegian Synod and the United
Church consolidate into one church-body,

“1. That the Church Council is authorized to do everything which
it deems necessary to have the consolidated church incorporated;

“2. That the Church Council and other officials of the Synod are
authorized and instructed, each in their respective positions, to attend
to and cooperate, that the obligations of the Synod according to the
Articles of Union are in every respect lived up to and fulfilled, that
all boards of trustees, officials, and other functionaries under the
control and supervision of the Synod, each in their respective office,
are instructed to do what the Church Council may determine in regard
to the manner in which these obligations of the Synod are to be kept
and enforced;

“3. That, in case the authority of the Synod under its charter
from the State of Wisconsin to transfer the property to the con-
solidated Church should be questioned, the Church Council is author-
ized to do what it considers necessary to bring about a change or ex-
tension of this charter, so that the authority of the Synod in this
respect may be beyond all doubt.

“Rev. Tjernagel moved as a substitute for No. 2 that, in case the
Hauge Synod does not join the proposed union, the Synod submit to
the United Church to elect a new committee to confer with a com-
mittee appointed at this meeting to confer about federation or con-
solidation of the two church-bodies on the basis of the already pro-
posed declarations of unity and ‘Opgjoer,’ with the changes of those
things which burden the conscience of many, as specified in the
previously proposed substitute by Rev. Torrison.

“In the debate Revs. Tjernagel, J. A. Thorsen, Blaekkan, Prof.
C. K. Preus, and Rev. I. B. Torrison spoke for the substitute and
against the motions, and Rev. Malmin, Rev. O. J. Kvale, Editor
Thomas Nilsson, Dr. H. G. Stub, and President Bjoergo spoke against
the substitute and in favor of the motions.

“The substitute motion was defeated, and motion No. 2 adopted
by 491 votes, 187 voting in the negative. Motion No. 3 was adopted
by 482 votes, 181 voting in the negative, 12 not voting. The president
declared both motions adopted.”

The question now arises whether the Norwegian Synod, with which the Honorable Synodical Conference has been in negotiation since the convention at Saginaw, has not ceased to exist, or at any rate whether it has not become a different body. This will have to be taken into account in the question whether the negotiations which the Honorable Synodical Conference began with the Norwegian Synod in 1912 are to be continued, or whether perhaps a committee should be elected for negotiation with the quite new body, in case a corresponding wish should be expressed by this body.
