c) whereby a separate treasurer is to be appointed for this business.

This was amended so that the Synod's General Treasurer, whoever holds
that office, shall at the same time be a member and treasurer of the
directorate.

§ 6. (now § 5.) Vacancies arising among the members of the directorate
are to be filled by the directorate, in consultation with the General
President, through the election of suitable persons, until the next
election by the General Synod.

Adopted.

§ 7. (now § 6.) The directorate shall hold a regular meeting at least
once a month, in order to keep itself informed of the state of the
matters entrusted to it, and to take counsel and make determinations
about whatever may serve to advance them. The president has the right to
call extra meetings, and the duty to do so whenever a majority of the
members demands it. All such meetings have a quorum once a majority of
the members are present.

Adopted.

§ 8. (now § 7.) The directorate shall render account annually, before
the sessions of the district synods as well as before those of the
General Synod, in a supplement to the "Lutheraner."

Adopted.

§ 9. struck out.

§ 10. (now § 8.) The directorate and all its members are, as a matter of
course, subordinate as employees of the Synod, under chapter VI of the
synodical constitution, in the same way as all its other officers.

Adopted.

The Emigrant Mission.

The Emigrant Commission had submitted its report so late that it could
not be handed over to the preparatory committee for assessment. The
preparatory committee had, however, proposed the motion that the Emigrant
Agency in Baltimore — which had been set up by the Eastern District alone
— be made a matter for the General Synod. Since there is no reason why
the Synod should refuse this request, and since many of our fellow
believers also land in Baltimore, even if not in such numbers as in New
York, the Synod resolved to recognize this mission as its own, and the
congregations are to be encouraged to help further this work as well.

The proposal concerning Mr. Sallmann was adopted by resolution, and it
was determined at the same time that the collection funds for this
purpose are to be sent not to the pastors in Baltimore, but directly to
him.

The congregations in Baltimore are instructed to appoint a committee of
three members, one member from each congregation, whose...
