§ 6.

The general agent's salary is $600 a year, paid to him by the synod's
general treasurer in monthly or quarterly installments.

§ 7.

To carry out the business of a general agency in the manner indicated
above, it will further be necessary for the "Committee on Printed
Matter" to receive the following instructions:

a. it alone has authority over all printed matter that is distributed
in the synod's interest at its instigation, so far as concerns the
external conduct of business;

b. it is required to turn over all such printed matter, for
distribution, to the general agent and to no one else;

c. it is authorized and obligated to oversee the agency, and is
responsible for it to the synod;

d. it is further authorized and obligated to conclude and oversee
the necessary contracts with printers, bookbinders, and others.
In doing so it is not permitted to incur liabilities whose amount
in a given year exceeds the agency's average annual surplus;
rather, should a case arise in which capital exceeding this limit
were required — say, for a new publication — a special power of
attorney from the synod is needed; only in an emergency does the
power of attorney of all the presidents suffice.

e. It is further authorized and obligated to grant the agent, at its
discretion, the powers he requests;

f. to receive the cash surpluses from the general agent, to audit
his books and stock, and to grant him dismissal as the case may
require, as well as, should such a vacancy occur, to choose a new
agent together with the general president, if the synod is not
in session;

g. to deliver the general agent's paid-in cash surpluses, after
deduction of a working advance, promptly to the synod's general
treasurer, and to give the latter notice as early as feasible of
when and what payments will fall due under the existing contracts
and obligations;

h. it is not authorized to make direct payments to printers,
bookbinders, or anyone else; it is, however, empowered to issue
drafts on the general treasurer for payments due under contract
or otherwise legitimate. The general treasurer shall be obligated
to honor these drafts,

1. whenever and as soon as the general treasury has the
necessary funds available,

2. so long as the annual total of the drafts of the "Committee
on Printed Matter" does not exceed the average annual amount
of the cash surpluses of the general agency that the
"Committee on Printed Matter" is to pay in to it.
