§ 4.

In the conduct of his business he is answerable to a "Committee for
Printed Matter," which is elected by the Synod and furnished with
instructions for the above purpose.

For all business transactions requiring a literary judgment, he
needs the direction of a special committee, formed for that purpose
by the Synod from competent persons.

§ 5.

His specific functions are as follows:

a. dispatch of the periodicals;

b. distribution of the Synod's publications;

c. bookkeeping and management of the cash accounts;

d. relevant business correspondence;

e. rendering of accounts every three months, or as often as the
"Committee for Printed Matter" requires. Every month he must submit
his balance to the "Committee for Printed Matter." Vouchers for the
accounts must be supplied as the Committee directs. In particular he
is obliged, in rendering accounts, to regularly furnish proof — for
any outstanding debt that has exceeded the granted credit period,
and, when required, for all outstanding balances — by means of
promissory notes from the debtors, which he is to obtain from them
on printed forms; such notes, however, are not to be extended to the
periodicals, which are always to be paid for in advance;

f. he delivers the cash surplus each month to the "Committee for
Printed Matter," which in turn provides him the necessary cash for
current needs;

g. care for the stock on hand and its timely replenishment;

h. he directs his orders to the printer and others not directly to
them, but to the "Committee for Printed Matter," and may obtain
goods from the printer and others only under the written direction
of the "Committee for Printed Matter";

i. he charges to account all business expenses, namely rent for the
business premises, postage, stationery, packaging, light, heating
for the premises, inventory, etc. For the choice of business
premises and their furnishings he requires the consent of the
"Committee for Printed Matter";

k. he is obliged to undertake the distribution of all printed
matter assigned to him by the "Committee for Printed Matter" on the
strength of a commission received from the Synod, even where it does
not belong to the Synod's own publications, under the same terms;

l. he is entitled, with the consent of the "Committee for Printed
Matter," to arrange for necessary assistance at the business's
expense;

m. in all points not specifically determined, as well as in doubtful
cases, the decision of the "Committee for Printed Matter" governs.
