84 Proceedings of the 20th General or

§ 4. The district committee shall seek to ascertain exactly the
circumstances of the congregation concerned, if necessary even betaking
itself at once to the place, to determine the extent of the need and the
best manner of relief, and to publish an appeal accordingly. Gifts
received for this purpose are to be sent to the district treasurer, who
shall acknowledge them in the "Lutheraner" and place them at the
committee's disposal.

§ 5. Should unusually great states of need arise, in which it
becomes impossible to obtain sufficient help from within the district
itself, or should several districts be severely afflicted at the same
time, the district committees shall get in touch with the General
Committee and jointly provide suitable relief.

§ 6. In the event that, once the need has been relieved, funds
still remain, the surplus shall be kept by the district treasurer, or
respectively the General Treasurer, so that it may be used, on the
committee's instruction, for newly arising states of need.

§ 7. The district committee shall render account to the district
synod concerned, and the General Committee to the General Synod, at
their respective meetings.

Since the individual districts can only settle this matter at their
meetings next year:

Resolved, that these newly made arrangements shall take effect on 1
January of the year 1889.

Resolved, that the society which has in hand the matter of support
for poor widows and orphans of pastors and teachers be requested not to
dissolve itself before the said date.

Resolved, that the General Synod, alongside the newly to be elected
Support Committee, which is to take up its office on 1 January 1889,
shall at the same time again elect officers of the previously existing
Support Committee for poor, sick, and infirm-with-age pastors and
teachers, who are to administer their office until the above-named date.

Resolved, that the following be elected members of the new Support
Committee: Präses C. Groß; Prof. F. Zucker and Mr. H. Paul; and members
of the old, previously existing Support Committee: Pastors H. Sieck, W.
Achenbach, and the General Treasurer, Mr. E. F. W. Meier.
