The Middle District, as well as the California and Nevada District and the Oregon and Washington District of the Reverend Missouri Synod, had appointed no delegates. Some delegates sent letters of excuse because they were unable to come; but these excuses were referred to the synodical districts concerned, since the Synodical Conference has no authority to decide on such matters.
