der Ev.⸗Luth. Synodalkonferenz von Nordamerika. 1928. 49
Dieſer lautet folgendermaßen: The Missionary Board
of the Evangelical Lutheran Synodical Conference of North America
for Missions among the Heathen and the Negroes, of St. Louis, Mo. —
vierundzwanzig Worte. Wie wäre Synodical Conference Missionary
Board?
theran, a Witness for the Truth. Die Kommiſſion empfiehlt, dieſe
Bitte zu gewähren.
Konſtitution ausarbeite “for a closer organization of our missionary
congregations.”

of the Ev. Luth. Synodical Conference of North America. 1928. 49
8. In connection with No. 6 the Commission requests that its charter (legal instrument) be revised and amended. Among the things that should be changed is the name of the Mission Commission. It reads as follows: The Missionary Board of the Evangelical Lutheran Synodical Conference of North America for Missions among the Heathen and the Negroes, of St. Louis, Mo. — twenty-four words. How would Synodical Conference Missionary Board be?
9. Our congregations resolved at their Third General Conference in the year 1927 to ask the Commission to induce the *Synodalkonferenz* [Synodical Conference] to change the name of the paper The Colored Lutheran. Their committee proposes the name The Missionary Lutheran, a Witness for the Truth. The Commission recommends that this request be granted.
10. The Commission further recommends that the request and proposal of the Third General Conference with regard to a closer organization of our mission congregations be granted, and that the Synodical Conference appoint a committee to draw up a constitution "for a closer organization of our missionary congregations." This request is by no means concerned with an independent Negro synod.
11. Granting of the Right to Purchase. The Commission submits the following plan (translated from the English) for examination, according to which congregations may purchase mission property: Since it is desirable that our mission congregations be organized and independent and own their own church property, and since it is the purpose of the Commission for Negro Mission to encourage the congregations to strive toward this goal, the following rules for the sale of mission property to individual congregations have been adopted:
(1) The congregation that wishes to purchase property from the Commission for Negro Mission must be properly organized on the basis of a model constitution approved by the Mission Commission.
(2) The congregation concerned must be incorporated in the state in which it is located.
(3) Before a congregation can purchase property from the Mission Commission, it must be so far self-supporting that it defrays all its own expenses itself — with the exception of salaries — and at least half of the pastor's salary.
(4) If a congregation intends to purchase property from the Commission, it must first submit this to the superintendent of the field concerned.
(5) The selling price of the property that a congregation wishes to purchase from the Mission Commission shall be determined by a committee of three, consisting of a representative of the Mission Commission, a representative of the congregation concerned, and an impartial person chosen by the two representatives named. The finding of this committee shall be submitted to the Mission Commission as well as to the congregation concerned and be ratified by both before a purchase can be fully concluded.
(6) The purchasing congregation shall make a cash payment of not less than 25 per cent of the purchase price determined under paragraph 5, and conclude a contract of sale with the Mission Commission. This contract shall provide that the purchasing congregation
