2. The number of delegates to be sent to the Synodical Conference is to be calculated (not according to the number of all those who were present as voting members at the last convention held by a synod or synodical district, but) according to the number of standing voting members, to which are also to be counted the congregations as such, as they have the right to have themselves represented by deputies at the synodical convention. 3. All delegates must submit a written certification of their election (signed by the president and secretary of their synod, or of their district respectively). (S.-K. 2 [1873], 4. 5 [1876], 5.)

4. The credentials are to be sent to the local pastor and referred to a committee announced in the opening service, which then has to report in the first session. (S.-K. 24 [1912], 64.)

5. Delegates who did not appear are to be called to account by their respective synods, since the Synodical Conference holds that it has no jurisdiction over this. (S.-K. 3 [1874], 4.)

6. For the sake of the services to be held, the synods concerned are requested to send in good time a list of the elected delegates to the pastor loci in whose church the sessions of the Synodical Conference take place. (S.-K. 3 [1874], 46. 5 [1876], 5.)
