[illegible]ference is no body with church government and therefore
[illegible] things [illegible] with good deliberation has not included in its Constitution among the
[illegible] stated [illegible] objects of its activity, it had already two years ago, in a similar case, given a like declaration. (Cf. 3rd Report p. 51.) Into the sphere of the Synodical Conference can come only such disputes as exist between the preachers and congregations of one synod and those of another synod, and then when it concerns a matter between the Conference and other bodies outside it.

The Conference concurred by resolution in the above report and charged Pastor J. J. Hoffmann to communicate this as the Conference's answer to Pastor R. Köhler and at the same time to inform him that thereby the way to apply to another synod of the Conference is by no means closed to him, that he is therefore not entirely without counsel. Everyone has the right to apply for admission to another synod of the Conference, and such a synod then has the right to ask for the minutes kept in his case from the synod concerned, and to see whether the petitioner and complainant is in the right, or his synod. In the latter case, of course, no sister synod will receive such a man.

VIII. Treasurer's Report [*Kaſſenbericht*].

The treasurer of the Conference, Mr. F. Chr. K. Beermann, notified the Conference in writing that he had sent the cash book of the Conference to St. Paul by express. He reported further that he had received no further moneys from the Conference than last year's cash balance of $18.17; of this he had paid, through Professor H. Wyneken, to a printing firm in Cleveland, Ohio, for the printing of the theses $12.00. There remains accordingly a cash balance of $6.17, which the treasurer has sent together with a receipt for the above expenditure along with the cash book.

The Conference thereupon resolved not to appoint a committee for the examination and to send the book back to the treasurer together with the money.

Unfinished Matters.

1. Theses on Church Fellowship.

2. Theses on the *Jus parochiale* [parish rights].

3. Theses on Inner Mission.

4. An address to the Conference on the Ev. Luth. Orphans' and Deaf-Mutes' Institution near Detroit.

Vote of Thanks.

It was resolved that to the dear three congregations in St. Paul, especially that of Pastor O. Spehr, in whose midst the sessions
