...reluctant thought; but it is quite another matter to have to pay a treasurer who deals chiefly with the large operating capital of so extensive a business. To be sure, the general treasurer does not yet have full work in this office at present. But under God's blessing, this office may, even before the Delegate Synod meets again, have grown into something so considerable that it demands the full strength of a capable man to attend to it adequately. So long as the treasurer's office does not take up his full time, he can indeed also find, as secretary of the Board and otherwise in the synod's publishing house, sufficient occupation to fill his free time.
Resolved, that a vote be proceeded to on the question of whether the treasurer to be newly appointed by us shall be salaried, or shall administer the treasurer's office without payment.
As the result of the vote it was found that 75 synodical delegates entitled to vote had cast their votes for, and 68 against, the appointment of a salaried treasurer.
Resolved, that a salary of $600.00 annually be granted to the treasurer to be appointed.
Resolved, that the treasurer to be appointed shall serve the Board as secretary, and, insofar as his proper office permits it, shall take on such other work as may be assigned to him by the Board. He shall also not be permitted to have a business of his own, the conduct of which requires the turnover of money.
Resolved, that the general treasurer and the general agent shall each close their books on one and the same day before the meeting of the Delegate Synod, so that these may be presented to the Delegate Synod in agreement with one another.
Resolved, that the general treasurer shall not deposit larger sums of synodical money in banking houses, but shall rent a box from a "Safe Deposit Company" for the safekeeping of such funds. He shall not be prevented from depositing smaller sums, which must be on hand for current expenses, in a banking house.
Resolved, that Mr. Johann Traugott Schuricht of St. Louis be elected general treasurer.
Resolved, that a superintendency be established for the two establishments (branches) of the typesetting shop and the printing house.
Resolved, that the superintendent shall administer his office according to the following instructions:
1. The powers of the superintendent extend only over the two branches of business: typesetting and printing.
2. The superintendent has the right to hire the necessary workers in his branches and to dismiss them again according to circumstances; however...
