...generally be carried out, and by which a territorial boundary would be drawn between the two general bodies, with all congregations on this side or that side of the boundary being assigned to the corresponding general body — on this our synod was able to give its statement regarding this plan. It did so through the following resolution:
Resolved, not to reject as inexpedient the proposal already made by the reverend Synod of Ohio concerning the boundary determination between the two synods. For the rest, however, further negotiation on this matter shall be carried on through our committee.
Another proposal of the reverend Ohio Synod was that the two general synods, that of Ohio and that of Missouri, should have a joint seminary for preachers and schoolteachers [*Prediger⸗ und Schullehrer⸗Seminar*], to be placed under the oversight of the Synodical Conference — provided that at least two English professors be employed at the preachers' seminary, and that adequate provision for English also be made at the schoolteachers' seminary.
Resolved, that, should the establishment of a joint seminary prove not yet feasible, the merging of the two preachers' seminaries, while the separate preparatory schools [*Gymnaſien*] continue to exist, would in our conviction be the best beginning toward the complete merger we desire.
Resolved, that the proposal be made to the reverend Synod of Ohio to unite the two preachers' seminaries in St. Louis for the time being.
Resolved, that the committee to negotiate with the committee elected by the reverend Ohio Synod regarding the merger of the two synods and the union of the two preachers' seminaries shall consist of Prof. Dr. Walther, Pastor Schwan, president of the General Synod, and Pastor Beyer, president of the Eastern District Synod.
Resolved, that this committee confer with the committee of the Ohio Synod on the basis of the following instructions:
1. It shall at once lay the matter of uniting the two seminaries before the congregations of our synod through the *Lutheraner*, and call upon them to send in their vote to the General Presidium without delay.
2. It shall come to an understanding with the committee elected by the reverend Ohio Synod and confer with it, if possible even before the meeting of the reverend Ohio Synod, on the union of the seminaries.
3. It shall move, in the conference to be arranged, that the reverend Ohio Synod have its seminarians moved to our institutions along with Prof. Loy, or with a second English professor yet to be appointed.
Whatever agreement is reached regarding the schools shall be valid for our synod only once two-thirds of the synod's congregations approve the charge given to the committee.
