§ 7.
The Secretary shall keep the minutes with the help of his deputy, see to their printing, procure the necessary copies and extracts from the minutes, and announce the convention of the Conference in the church papers concerned at least six weeks before it assembles.
§ 8.
The Treasurer has the oversight of the moneys belonging to the Conference, is to report annually on the state of the treasury, and, according to the instruction of the Conference or on the order of the president and secretary, to pay out the moneys concerned.
§ 9.
As to the rules of debate, each subject to be discussed shall first be presented clearly and definitely by a seconded motion and, if desired, submitted in writing, before its discussion is taken up. Whoever then wishes to speak on it shall notify the president, who gives the floor to the person concerned in the order of notification.
§ 10.
These by-laws can be increased, altered or also repealed by a majority of two thirds.
Of these supplementary provisions, because of the shortness of time, only §§ 1, 2 and 3 could be discussed, and the last of them without its subdivisions, and were adopted unanimously. It was resolved, however, to adopt all the remaining parts of this proposal provisionally until next year and to publish them herewith.
Mission among the Immigrant Chinese.
This praiseworthy cause was prompted by a letter from the Rev. District President [*Diſtrictspräſes*] J. F. Bünger of St. Louis, in which he informs the Synodical Conference that there are in St. Louis about 300 heathen Chinese to whom the salvation in Christ ought to be brought. Surely by a special providence of God, a former missionary among the Chinese, Mr. Karl Vogel, has likewise come to St. Louis in order to place himself again in the service of the Church, after having lived for a considerable time in deepest seclusion. "Since he was asked, however, to visit the Chinese here, in order to find out whether he could still converse with them in their language, and found that he was able to make himself understood by them, which could also be perceived from the conversation with them: so there arose the thought that he should begin a mission among the heathen Chinese in St. Louis first. He seized this thought with special joy, if God should count him worthy to take up the mission work among this people again
