another synod, then such a field should rather be left to the other synod than that the congregation be harmed through delay of service or even fall into the danger of falling into the hands of false believers. If a congregation which has hitherto been served by a synod, without however having been formally affiliated, directly calls a pastor from another synod, the pastor concerned shall be bound to act in the same way as with a synodical congregation. Before accepting the call he shall give notice to the president [*Präses*] of the synod which hitherto served the congregation, and in case of acceptance of the call shall join the synod concerned. If the congregation has been served at different times by different synods, then that synod has the precedence which last served the congregation." (Report 1888, p. 51.)
3. With all earnestness and from all sides effort should be made that nearby small mission congregations of different synods, where possible, be united into one parish, and that mission posts which, because of local circumstances, could be served better and more successfully by a sister synod be assigned to it also.
4. Finally we would leave it to the Honorable Synodical Conference [*Synodalkonferenz*] to consider whether it would not be advisable, in those states in which different synods stand side by side in mission work, to create joint mission boards, which would have the task of arranging such mission matters in a manner pleasing to God.
With due respect,

VIII. Committees for the Examination of the Synodical Reports.
The President [*Präses*] of the Synodical Conference appoints for the examination of the synodical reports the committees whose members are designated in the following list after the name of the synodical body concerned. The committee members will receive, about June 1, 1914, a copy each of the synodical report concerned, as well as an information sheet together with a form for the report, from the Secretary. The reports on the result should be sent in to the President or Secretary of the Synodical Conference before August 1, 1914.
