Standing Rules [Stehende Ordnungen] of the Synodical Conference.

I. On the Sending of Delegates to the Synodical Conference.

1. Every synod belonging to the Synodical Conference that numbers 80 or
fewer than 80 voting members is entitled to elect 4 representatives. Each 40 voting members above 80 confer the
right to elect 2 further representatives, likewise every fraction of 40,
yet always pastors and deputies in equal number. (Cf. Constitution, § VI, a.)

2. The number of delegates to be sent to the Synodical Conference
is to be calculated (not according to the number of all those who were present as voting members at the
last convention of a synod or of a synodical district, but) according to the number
of the standing voting members, to whom the congregations as such,
as they have the right to be represented by deputies at the synodical convention, are also to be counted. (Cf. Proceedings XIII,
p. 34.)

3. All delegates must submit a written certification of their
election (signed by the president and secretary of their synod, or rather of their
district). (Cf. Proceedings II, p. 4; V, p. 5.)

4. Delegates who did not appear are to be called to account by their respective
synods, since the Synodical Conference holds
that it has no jurisdiction over them. (Cf. Proceedings III, p. 4.)

5. For the sake of the services to be held, the respective
synods are requested to send in good time a list of the elected delegates to
the Pastor loci, in whose church the sessions of the Synodical Conference
are held. (Cf. Proceedings III, p. 46; V, p. 5.)

II. On the Admission of Other Synods.

The admission of an ecclesiastical body into the federation of the
Synodical Conference can take place only by an affirmative resolution of all the synods united in the
Synodical Conference. (Constitution, § IV.)

III. On Doctrinal Proceedings.

1. The President of the Synodical Conference is to see to it
that papers are provided for the doctrinal proceedings. (Cf. Proceedings I, p. 74; XIII, p. 47.)

2. Every member of the Synodical Conference who wishes to propose the discussion
of a subject shall submit this wish with an indication of the
