Business Proceedings.

I. The Matter of the Formation of State Synods and the Establishment of a Joint Seminary.

The Synodical Conference [*Synodalconferenz*] occupied itself with a proposal that contained a recommendation concerning the matter of the establishment of state synods and of a joint seminary. On this proposal the following committees, appointed for the purpose by several synods, or the members of them present here, had agreed in a meeting held for that purpose at Capital University. Namely: 1. Pastor W. S. Stubnatzy as deputy for President H. C. Schwan, Dr. and Prof. C. F. W. Walther and Mr. C. Eißfeldt: committee of the Reverend Missouri Synod; 2. Prof. F. A. Schmidt and Pastor B. J. Muus as deputy for Pastor Koren: committee of the Norwegian Lutheran Synod; 3. the Professors M. Loy and C. A. Frank: committee of the Ohio Synod; 4. President Fr. Wolbrecht, representative of the Illinois Synod. Pastor E. A. Brauer of the Missouri Synod had also taken part in the deliberations.

The Synodical Conference resolved to accept the report of these committees, and declared its agreement, first, with all points of the committee proposal, making only additions and changes of subordinate importance, and second, added a seventh and an eighth to the six points of the committee proposal.

The proposal now follows in the form in which it was approved by the Synodical Conference for recommendation to the individual synods:

1. That the German synods within the Synodical Conference be called upon to resolve immediately on the carrying out of the plan of establishing state synods and to put it into effect as soon as ever possible.

2. That these state synods unite into two or three larger synodical bodies, of which the East may form the one, the Southwest the other, and the Northwest the third general synod.

Note: The boundaries of the eastern general synod might be: Ohio and those other states which lie as a whole east of the western boundary of Ohio, whereby Canada would be included. — To the northwestern general synod there are to belong: Michigan, Wisconsin, Minnesota, Dakota and all congregations and synods that may form west of Dakota. — The southwestern general synod would be the
