Synode von Illinois u. a. St.

"the Concordia English District were first submitted theses 'on open and mixed communion' and thereupon theses likewise on 'announcement for Communion,' all of which were discussed through in both districts.
"The undersigned committee finds nothing to remark in all these doctrinal proceedings.
"But as regards the said reports of the two district presidents, the undersigned take the liberty of referring to the relevant resolution of last year, p. 67, and to the 7th annual report of the Synodical Conference [*Synodalconferenz*].
Respectfully, etc.

"The undersigned committee has been handed the following documents for examination and report to the Honorable Synodical Conference:
the proceedings of the Honorable Minnesota Synod of 1878,
the proceedings of the Honorable Wisconsin Synod of 1878, and
the proceedings of the Honorable Synod of Illinois and Other States of 1878.
"According to the evidence of the minutes before us, discussions on important points of doctrine formed the chief subjects of the proceedings, namely
"in the Minnesota Synod a discussion on the thesis: 'No single Christian congregation or number of congregations (synod) can exercise any power or lordship over another Christian congregation, since all are alike parts of one and the same body.'
"The Wisconsin Synod this time too took up again the discussion on church discipline, namely according to the following guiding points: 1.) 'Church discipline shall be exercised a) in the order of Christ, b) in the spirit of brotherly love. 2.) The object of church discipline are those members of the congregation who either in doctrine or in life sin against God's Word.'
"The Synod of Illinois dealt with the doctrine of Christian liberty: what it is? who has won it for us? how man attains it? and how he is to keep it?
"All the doctrinal proceedings of the said synods bear witness to great earnestness and faithful diligence to preserve the doctrine pure.
"From the remaining proceedings your Committee singles out the following resolutions:
"1.) the Minnesota Synod resolved: a) that it is our conviction also that the formation of state synods cannot well be proceeded with before the contemplated establishment of general theological institutions has taken place; b) that we the estab-
