Business Proceedings.
Supplementary Provisions to the Constitution of the Synodical Conference [*Synodalconferenz*].
§ 1.
Each session of the Synodical Conference shall be opened with a service on the day and at the place appointed for it, at 10 o'clock in the morning, at which the president or a substitute shall deliver an opening sermon.
§ 2.
The services to be held during the annual session shall be arranged by the *Pastor loci* [pastor of the host congregation], who shall give the preachers serving therein due notice at least four weeks in advance; therefore the synods concerned are also requested to send a list of the elected delegates to the Pastor loci in good time.
§ 3.
The organization of the body takes place in the afternoon at 2:30 o'clock. This organization includes:
a) the legitimation of the delegates;
b) the election of officers, in turn, by ballots;
c) the registration of the advisory members;
d) the appointment of a chaplain for opening the sessions with an appropriate service;
e) the determination of the time for opening and adjourning the sessions;
f) the collecting by the president of the papers addressed to the Conference;
g) the fixing of the time for doctrinal discussions and for business proceedings.
§ 4.
A deviation from the above-stated rules can take place only by general consent.
§ 5.
The president shall see to it that everything in the proceedings goes on honestly and in order, and especially that the members of the Conference enjoy unimpaired the right to speak. In mere business matters the generally customary rules are to be applied by him; but in the doctrinal discussions nothing is to be decided by majority vote, but everything is to be discussed with the greatest possible thoroughness until all considerable difficulties have been removed as far as possible.
