Kirchlich⸗Zeitgeschichtliches. 313

beiden Sprachen Vorlesungen halten. Prof. C. F. Schäffer lehrt Dogmatik in deutscher
ben Zweige in englischer Sprache. Prof. Krotel: Kirchengeschichte und Pastoraltheologie
deutsch und Prof. C. W. Schäffer englisch. Uebungen in Aufsätzen und Vorträgen (Rede⸗
kunst) hält Prof. Krotel in beiden Sprachen. (Lutherische Zeitschrift.)

Church and Contemporary Affairs. 313

The undersigned society grants its clerical missionaries the cost of the crossing
and journey, and refers them first to the president of the Evangelical Lutheran Wisconsin
Synod (at present Pastor Bading, currently in Germany working for his synod's seminary),
who consults with them as to which of the pastorless congregations should first be provided
for. The support offered is everywhere sufficient, though it varies considerably according
to the size and circumstances of the congregations, so that the marriage of the clergy is
not only possible but for many reasons even desirable." B.
The Preachers' Seminary in Philadelphia will be German-English and English-
German, and in it both languages will be given equal rights, and equal attention and
honor will be shown to each. Dr. Mann will lecture in German, Dr. Krauth
and C. W. Schäffer will lecture in English, and Dr. C. F. Schäffer and Pastor Krotel
will lecture in both languages. Prof. C. F. Schäffer teaches Dogmatics in German
and Prof. Krauth in English. Prof. Mann: theological encyclopedia and
methodology, Hebrew, exegesis of the Old and New Testaments, homiletics, liturgics,
catechetics, biblical and church archaeology in German, while the other professors teach
the same branches in English. Prof. Krotel: church history and pastoral theology in
German, and Prof. C. W. Schäffer in English. Exercises in composition and speaking
(rhetoric) are held by Prof. Krotel in both languages. (Lutheran Journal [Lutherische Zeitschrift].)
Good and Evil, or communications from the very unequal resolutions of the
North Illinois Synod, as they are found in extract in the "Observer" of September 30
of this year. Among other things it states: "A long and lively discussion arose over
whether a vacant congregation is entitled, at the synodical assembly, to a lay
delegate with seat and vote, or only to a deputy without a vote, though with the right
to speak. Some maintained that a vacant congregation has no right to an actual
delegate at the synod, but only to a deputy, on the ground that otherwise the laity
would gain the upper hand over the pastors and in time resolutions damaging to the
church might be passed. Others naturally took the exactly opposite standpoint, and tried
to show from church history that the clergy, should they gain the upper hand, are more
to be feared than the laity. Since the synod reached no definite resolution and its
constitution allows the vacant congregations only deputies, the question was dropped." —
With regard to the German congregations at Peoria and Limestone, it was recommended
that "Pastor R. Weiser of Canton be charged to assist the congregations in obtaining
preachers and to impress upon them that they should introduce the English language as
quickly as possible (!)." It was further resolved to call Pastor S. Liese of Quincy as
German professor of theology at the institute in Springfield, and hope was expressed that
he would accept the call; should that not be the case, a committee was empowered to
choose a suitable man for the synod. Since the college had no upper class this year, no
students graduated from the gymnasium. Six students preparing for the preaching office
were present at the synod; one of them was examined. — It was also resolved that
henceforth all pastors of the synod be recommended to make use of the solemn, biblical
benediction inspired by the Holy Spirit, instead of the unbiblical, extemporized forms that
have so often offended the ear of the worshiping assemblies." C.

Dr. Sternberg and the Hartwick Synod. At its last meeting the General
Synod had also resolved on some improvements to its constitution, which were to be sent
by the secretary to the presidents [Präsides] of the various district synods, to be laid
before their respective synods for decision. Among these was the following amendment
to Art. III, Sect. 3: "All regularly organized Lutheran synods which have not hitherto
been in connection with the General Synod, but which, with the Evangelical Lutheran
Church of our fathers, accept and hold fast the Word of God as contained in the
canonical Scriptures of the Old and New Testaments as the only infallible rule of faith
and life,
