To Recruit for Hispanic Ministries
WHEREAS, By the command of Christ we are duty-bound to
proclaim His saving Gospel to all people: and
WHEREAS, The Spanish-speaking people are increasing in
rapid numbers throughout the United States: and
WHEREAS, Efforts to evangelize these people by The Lu-
theran Church—Missouri Synod are few and uncoordinated:
therefore be it
Resolved. That the convention of The Lutheran Church—
Missouri Synod assembled in Anaheim commit itself to a
mightier effort to reach and evangelize the Spanish-speaking
people of our natien: and be it further
Resolved. That selected members of the Synod’s Board for
Missions and Board for Higher Education serve as a committee
to determine, by Synodwide survey, what manpower is cur-
rently available and could be used in Hispanic ministries; and
be it further
Resolved. That a plan for recruitment and utilization of such
personnel be immediately devised and implemented: and be
it finally
Resolved. That this same committee adopt a long-range
synodical educational philosophy and recruitment program that
would assure our Synod of adequate workers in Hispanic fields
for the total future.

To Provide $100,000 for Faculty Study
Grants for Minority and
International Members
WHEREAS, The Lutheran Church— Missouri Synod should
give priority to the Great Commission of Jesus Christ: “Go
therefore and make disciples of all nations .. . teaching them to
observe all that I have commanded you” (Matt. 28:19-20): and
WHEREAS, The Lutheran Church has taken Christ at His
Word and reached out with the Good News of Jesus Christ so
that the Holy Spirit might gather His kingdom here on earth:
and
WHEREAS, God has blessed the mission efforts of His church
in our midst but, unfortunately, the ability to reach out to mem-
bers of the minority and international communities has been
less than what God might expect of us: and
WHEREAS, The great need in recruiting minority students
for the educational system of The Lutheran Church — Missouri
Synod involves an identity of the student with a faculty member
who appreciates his racial and national heritage: and
WHEREAS, Minority groups in the United States usually
represent majority groups in other portions of the world: and
WHEREAS, The Lutheran Church — Missouri Synod has fewer
than a half dozen representatives of minority groups or inter-
national communities on the teaching staffs of its colleges and
seminaries at the present time: and
WHEREAS, The colleges and seminaries of The Lutheran
Church -— Missouri Synod should be recruiting more minority
and international students but are limited in doing so because
the colleges do not have faculty representing minority and in-
ternational communities: and
WHEREAS. The colleges and seminaries of The Lutheran
Church—Missouri Synod have great difficulty in recruiting
faculty from minority and international communities that un-
derstand the mission and educational objectives of The Lu-
theran Church -— Missouri Synod and subscribe to the Lutheran
Confessions because very few have the necessary educational
qualifications; and
WHEREAS, The present financial grants for faculty study are
generally limited to those who are already teaching on the
faculties of our educational institutions (where few minority
and international representatives exist) and not to those pre-
paring to teach on our faculties: therefore be it
Resolved. That The Lutheran Church— Missouri Synod as-
sembled in Anaheim designate $100,000 annually for 4 years
to members of minority communities in the U.S.A. or inter-
national communities overseas who have pledged themselves
to teaching in the colleges and seminaries of The Lutheran
Churech-—Missouri Synod or in its sister institutions overseas:
and be it further
Resolved, That the Board of Directors of the Synod be in-
structed to provide $100,000 per year beginning Jan. 1, 1976,
for faculty grants to be administered by the Board for Higher
Education and the Board for Missions beginning immediately,
so that the Great Commission of Jesus Christ might be fulfilled
in our times; and be it further
Resolved. That the Board of Directors of the Synod be au-
thorized to borrow the funds of $100,000 per year if the funds
are not available from the operational budget of the Synod: and
be it finally
Resolved, That The Lutheran Church — Missouri Synod gath-
ered in convention in 1979 evaluate the effectiveness of faculty
grants for minority and international members and make recom-
mendations for their continuance or discontinuance.

To Offer More Financial Aid for
Professional Church Training Students
WHEREAS, Inflationary problems have caused significant
increases in both educational costs and living expenses of
students in professional church training: and
WHEREAS, Corresponding increases have regularly not
occurred in summer and part-time employment income, in
savings, and in resources of available financial assistance funds:
therefore be it
Resolved, That the Synod in convention assembled urge
individual congregations and circuits to help provide increased
financial support to professional church training students from
their own group or area: and be it further
Resolved, That The Board for Higher Education, together
with District Financial Aid Committees, be requested to develop
suitable plans for use by congregations and circuits in preparing
and administering an effective financial aid program.
