To Develop American Indian Ministry

WHEREAS. We are commissioned to reach all people with
the Gospel of Jesus Christ; and

WHEREAS, We recognize that we have failed to reach the
American Indian in any significant way; and

WHEREAS, Such failure is greatly due to our neglect to
recognize the different cultural forms and styles of expression
of the American Indian: and

WHEREAS, Our witness is not to our form of worship but
only to the Word that is Jesus Christ: therefore be it

Resolved. That we avoid a paternalistic approach toward
the American Indian: and be it further

Resolved. That we seek to equip our congregations for a
more effective witness to American Indians in their own com-
munities: and be it finally

Resolved. That the Synod in convention at Anaheim continue
and expand its American Indian ministry.

dinating agency to facilitate cooperation in campus ministry
by The Lutheran Church—Missouri Synod, The American
Lutheran Church, and the Lutheran Church in America in
northern California, Nevada, and Hawaii; and

WHEREAS, The Lutheran Council for Campus Ministry is
now functioning effectively for that purpose: and

To Permit District Mission Boards
to Develop Own Policies

WHEREAS, “The Synod establishes Districts in order to more
effectively achieve its objectives and carry on its activities”
(Handbook 3.01); and

WHEREAS, Districts have the responsibility for carrying out
the work of the Synod in their geographical area; and

WHEREAS, The Synod has retained to itself only such activity
as pertains at once to the entire Synod, not including missions
within the confines of the Districts (Handbook 3.07e): and

WHEREAS, Mission work of the former Synodical Conference
had been delegated to individual Districts and not to the Synod
as such (1962 Proceedings. Res. 2-18, p. 97): and

WHEREAS, The Synod has expressly stated that college and
university ministries are a responsibility of the Districts of the
Synod (Proceedings. 1962, Res. 2-27, p. 100): and

WHEREAS, District mission boards are in the best position
to assess the needs and patterns for mission work in their
Districts; be it therefore

Resolved. That the Synod encourage the District mission
boards to seek the most effective methods to carry on their
work: and be it further

Resolved. That the District mission boards continue to
develop and to implement such policies for their tasks as may
best meet the needs in their areas, consistent with the general
overall policies and standards adopted by synodical conventions.
e. g.. the Mission Affirmations: and be it finally

Resolved. That such District policies include the areas of
specialized ministries, i.e., colleges and universities, institu-
tional, worker-priest, and inner city.

To Place Campus Ministries Under
Supervision of Synod

WHEREAS. The Synod is represented on the campuses of the
District by the campus ministers: and

WHEREAS. These campus ministers are to represent in doc-
trine and practice only the views of the church which has called
them and supports them with contributions: and

WHEREAS. Supervision of their ministries is vitally necessary
as they are not usually under the control of elders and voters’
assemblies: therefore be it

Resolved. That all campus ministries be placed under the
direct control and supervision of the Synod and be accountable
to our synodical President for their preaching, teachings, and
actions, as they are representing our church and its teachings
to our young men and women.

in Special Ministries

WHEREAS. Those in special ministries (such as campus
ministries and those on the mission field) do not have the direct
supervision of a congregation: and

WHEREAS. Our congregations support the work of these
men; and

WHEREAS. The congregation should have every right to
assume that those supported by mission offerings are not
working contrary to their mission goal: and

WHEREAS, This is not always in fact the case: therefore be it

Resolved. That our Synod make provisions whereby both
the Synod and the individual Districts shall supervise the
doctrinal position and the activities of all those in special minis-
tries who are supported by synodical or District mission funds,
