WHEREAS. Joint efforts in Lutheran campus ministry in
several of the Districts of The Lutheran Church ~— Missouri

To Reaffirm Synod's Position
Regarding Tri-Lutheran Campus
Ministry and to Urge Its Continuing
Support of Such Ministry
WHEREAS. Christ's mission to the whole world includes minis-
try to persons in institutions of higher education: and
WHEREAS. The LCMS has repeatedly affirmed its intention
to be involved in campus ministry in order “to effect a maximum
outreach and to avoid duplication and waste of resources” and
has stipulated “that the work of the campus ministry continue
to be the direct administrative responsibility of the synodical
Districts” (New York, 1967. Res. 3-20): and
WHEREAS. The LCMS has provided for “aggressive action in
campus ministry at all levels of the church” by endorsing “the
goal and task of coordinative and consultative planning of cam-
pus ministry with all Lutherans at all levels—local. District.
regional, and national” while recognizing “the need and possi-
bility for a greater united Lutheran campus ministry in the
future” (Denver, 1969. Res. 1-20): and
WHEREAS. Synodical conventions of the LCMS recognized
“increased responsibilities with the Lutheran Churches in
America in the Lutheran Council in the U.S.A. for the emer-
gence of an enlarged and strong Lutheran campus ministry for
the 1970s" ‘Denver. 1969. Res. 1-20): and
WHEREAS. The LCMS in convention assembled at New
Orleans. July 1973. in a no-action resolution referred to the
Board of Directors reaffirmed the Synod’s position that “joint
sponsorship or participation in matters not directly affecting the

possible but desirable’; and
WHEREAS. This action has led to the establishment of a single
Lutheran campus ministry at the University of Oregon. Eugene.
and at Oregon State University. Corvallis. and to the establish-
ment of cooperative and complementary Lutheran ministries
at the University of Washington. Seattle. and to the strengthen-

To Require Formal Church Body
Fellowship Before Practicing a Unified
Campus Ministry
WHEREAS. Our church has recognized the importance of
“consultative” and “coordinative” functions in carrying on our
campus ministries besides campus ministries of church bodies
with whom we are not in altar and pulpit fellowship: and
WHEREAS. Neither the Synod nor the Board for Missions
(Milwaukee Res. 1-21} has authorized or given sanction to a uni-
fied or joint campus ministry with a church body with whom we
are not in fellowship: and
WHEREAS. Several Districts in our Synod (the California
and Nevada District and the Texas District) have independently
entered into a joint campus ministry arrangement with the ALC
and LCA (NLCM). and other Districts appear to be contem-
plating such a unified campus service: and
WHEREAS. Campus pastors are promoting the unified campus
ministry even when we are not in fellowship with a church
body: and
WHEREAS. Such cooperation in administration and ministry
is opening the way to practices that conflict with Article VI
2 a,b: and
WHEREAS. Both the Commission on Theology and Church
Relations and the Commission on Constitutional Matters have
given their opinions that the unified campus ministry with a
church body with whom we are not in fellowship is improper:
therefore be it
Resolred. That the Synod declare itself opposed to all uni-
fied or joint or tri-Lutheran campus ministries that involve a
church body with which the Synod has not established altar
and pulpit fellowship: and be it further
Resolved. That the Synod direct those Districts which have
involved themselves in the unified campus ministries to dis-
continue such arrangements until formal declarations of fellow-
ship by both The Lutheran Church— Missouri Synod and the
LCA have been finalized: and be it finally
Resolved. That the Synod direct those Districts which might
be in the process of negotiating with the NLCM for any tri-
Lutheran campus ministry to hold off a final agreement until we
have formally entered into fellowship with the LCA.

To Oppose Unified Campus Ministries

Nevada District and Texas District) have entered into a unified
campus ministry with the ALC and LCA (NLCM). and other
Districts appear to be considering such a venture: and
WHEREAS. Such cooperative efforts appear to involve the
