To Evaluate N. O. Res. 2-12 and 3-01
WHEREAS. Article VIII, C, of the Constitution of the LCMS
states: “All matters of doctrine and of conscience shall be de-
cided only by the Word of God. All other matters shall be decided
by a majority vote’; and
WHEREAS. This clearly says that matters of doctrine and of
conscience are not to be decided by a majority vote at a delegate
convention but by the Word of God, which operates on the
hearts of people through the power of the Holy Spirit: and
WHEREAS. Article VII of the LCMS Constitution states: ‘In
its relation to its members the Synod is not an ecclesiastical
government exercising legislative or coercive powers, and with
respect to the individual congregation’s right of self-government
it is but an advisory body”: and
WHEREAS, No bylaws or other convention resolutions are
valid if they contradict or alter what the Constitution says;
therefore be it
Resolved. That Resolutions 2-12 and 3-01 of the New Orleans
convention (‘To Understand Article II of the Synod’s Constitu-
tion as Requiring the Formulation and Adoption of Synodical
Doctrinal Statements” and “‘To Adopt ‘A Statement,’ ”’ respec-
tively) are not to be regarded as of binding force upon the
members of the Synod.

To Reevaluate New Orleans
Resolutions 2-12, 3-01, 3-09, 3-12A
WHEREAS, The Texas District resolved in its 1974 convention
that the District and its elected officials should respect the
“collective will of the Synod” as it has been expressed in former
conventions through varied and several resolutions; and
WHEREAS. The Texas District also expressed its concern in
the same resolution over the continued controverted theological
issues and synodical administrative problems that confront the
Synod at this time: and
WHEREAS, The Texas District has asked its constituency to
follow the rights of brotherly dissent, Handbook 1.09: and
WHEREAS. The convention also felt that certain recent resolu-
tions of the Synod were contributing to the misunderstandings
and unrest in the Synod and thus resolved to memorialize the
Synod to reevaluate these resolutions; therefore be it
Resolved. That The Lutheran Church — Missouri Synod hear
the request of the Texas District of The Lutheran Church—
Missouri Synod and order the reevaluation of New Orleans
Resolutions 2-12, 3-01, 3-09, and 3-12A by the Synod in conven-
tion assembled.

To Reaffirm Doctrinal Resolutions
2-12, 3-01, and 3-09
WHEREAS. The Lutheran Church—Missouri Synod in its
1973 convention at New Orleans adopted the following resolu-
tions:
2-12: To Understand Article II of the Synod's Constitution as
Requiring the Formulation and Adoption of Synodical Doctrinal
Statements;
3-01: To Adopt A Statement:
3-09: To Declare Faculty Majority Position in Violation of Article U
of the Constitution; and
WHEREAS. Study of these resolutions in the light of our
Synod’s present doctrinal difficulties demonstrates the neces-
sity, accuracy, and wisdom of these resolutions: therefore be it
Resolved. That the Lutheran Church — Missouri Synod in its
1975 convention at Anaheim reaffirm Resolutions 2-12, 3-01,
and 3-09 in the interest of keeping our beloved Lutheran Synod
true to its Scriptural and Confessional heritage under God.

To Reaffirm Resolutions 3-01 and 3-09
WHEREAS. The Synod in convention assembled in 1973
declared A Statement of Scriptural and Confessional Principles
to be Scriptural and in accord with the Lutheran Confessions
in all its parts: and
WHEREAS. The adoption of Res. 3-01 has been declared con-
stitutional by the Commission on Constitutional Matters: and
WHEREAS. The Commission on Theology and Church Rela-
tions has examined statements of dissent, has informed the
Synod that only a few of these took issue with A Statement on
Scriptural and doctrinal grounds, and after studying these
statements of dissent has once more expressed the opinion that
A Statement is in all its parts Scriptural and in accord with the
Lutheran Confessions: and
WHEREAS. The Synod in convention assembled in 1973
repudiated the attitude toward Scripture exhibited by the
“St. Louis faculty majority”: and
WHEREAS. The said “faculty majority” has not repudiated this
attitude nor demonstrated in any way that the convention judg-
ment was wrong: therefore be it
Resolved. That the Synod in convention assembled reaffirm
Resolutions 3-01 and 3-09 of the 1973 New Orleans convention.

To Uphold New Orleans Confessional
Resolutions
WHEREAS, The Synod has stated its confession in Article II
of its Constitution: and
Whereas. Historically the Synod has stood for the ‘‘conserva-
tion and promotion of the unity of the true faith” in accord with
Holy Scripture and the Lutheran Confessions: and
WHEREAS. The Synod in convention at New Orleans has
made itself heard by passing Resolutions 2-12, 3-01, 3-09, 3-12A:
therefore be it
