140 ADMINISTRATION

board’s report states the board’s preparatory steps toward such
a Synodwide meeting.

O. Spending of 125th Thankoffering Funds (Res. 4-45). It
decided to support the policy not to spend funds until sufficient
money is actually received for a particular project.

P. Board of Directors ‘Res. 5-06). No action was needed on
Resolution 5-06, which declined a suggested change regarding
the Board of Directors, since this change was not necessary.

Q. Synod’s Name ‘Res. 5-23), Executive Sessions (Res. 5-32).
It decided to refer these matters to the Anaheim convention for
consideration.

R. Title to Congregational Properties (Res. 5-31). The board
resolved to support the conclusion that present provisions seem
to be adequate.

S. Election of BHE (Res. 5-33). Since the New Orleans con-
vention was history, the board concluded that this resolution
was no longer pertinent.

T. Circularization ‘Res. 5-35). The board endorsed this
resolution since it merely reaffirmed actions of a previous
convention.

U. Saskatoon ‘Res. 6-17). The board was unable to take the
action proposed since the Commission on Constitutional Matters
ruled that the Synod had never formally established a pastoral
training program in Canada.

V. Portland Request ‘Res. 6-21). Since the original overture
had been withdrawn, no action on this resolution was necessary
since it merely acknowledged the withdrawal.

W. Faculty Tenure ‘Res. 6-24). The board concurred in this
resolution to decline an overture in view of the fact that the New
Orleans convention had adopted Bylaws 6.53, 6.54, 6.77.

X. Expansion of Ann Arbor and Milwaukee Programs (Res.
6-29). The board resolved to inform the Board for Higher Edu-
cation to hold any implementation of this proposed resolution
in abeyance until the task force appointed to study the Synod’s
program of higher education has completed its work and the
Synod in convention has given its directions.

Y. School Funding ‘Res. 7-06). The standing committee of the
board concluded that all of the suggestions as to sources of in-
come are currently available through regular channels and that
it is not necessary to set up special committees.

Z. Curricular Materials for the Mentally Retarded ! Res, 7-22).
The board resolved to implement this resolution.

AA, Evangelism Courses ‘Res. 8-08). It agreed with Resolu-
tion 8-08 and urged the Boards of Control of the terminal schools
to consider the establishment of a required course in evangelism
and urged the Boards of Control of all other synodical schools
to consider the establishment of an elective course in evange-
lism.

BB. Evangelization Congress ‘Res. 8-10). The board agreed
with this resolution and appropriated $10,000 to enable 15
persons to attend the Congress on World Evangelization in
Lausanne, Switzerland, in summer 1974.

CC. Viet Nam (Res. 9-15), Ethics (Res. 11-15), Annual (Res.
11-17), Buerger Case ‘Res. 11-18). The board concurred in these
resolutions.

DD. Herman Otten Case ‘Res. 11-20). The board decided to
take no action.

EE. 100th Anniversary of Ministry Among Blacks (Res. 11-
22), The board requested the President in consultation with the
Director of the Department of Archives and the chairman of the
Black Pastors Caucus to appoint a special centennial committee
whose task shall be to concretize the program specified in this
proposed resolution.

FF. Minority Representation ‘Res. 1-26), Teacher Delegates
‘Res. 5-30). Membership of BHE (Res. 6-05). Board for Lay
Ministers (Res. 6-27). The board concluded that it could not act
since it had no authority to adopt or amend bylaws.

The following list shows what the Board of Directors did with
all other proposed resolutions referred to it under the omnibus
