time belong to a congregation of another District in the locality
where a college or seminary is located; and

WHEREAS, Such a situation confuses lines of administration
and doctrinal supervision: therefore be it

Resolved. That a professor of a synodical educational institu-

To Require Parish Experience

WHEREAS. The present synodical turmoil in our schools of
higher learning has revealed numerous problems which in
turn could suggest underlying shortcomings and inadequacies
in our educational processes and our guidelines concerning
faculty personnel; and

WHEREAS. Many of our faculty problems are not only of a
doctrinal nature but many more times reflect such practical
minuses as immaturity, nonworkable idealisms, inability to
work as a team with the administrational authorities that be
(fellow laymen and clergy), inexperience to apply the truths
of the Scriptures to students in such a way as to prepare them
to teach the Scriptures faithfully in a relevant way to the every-
day soul or life needs of the laity at the congregational level, and
stagnation resulting from their being out of touch with local
congregational needs and changes: and

WHEREAS. An increasing number of our graduating church
workers have shown a haziness as to the understanding of the
effective use of Law and Gospel within the practical life of the
church and/or as to how Law/Gospel relates to the motivation
of maturing those souls under their care: therefore be it

Resolved. That teachers in our synodical junior colleges,
teachers colleges, and seminaries be required to have a mini-
mum of 5 years of active parish experience, that is, in a local
congregational situation, before they be permitted to train our
future pastors and teachers: and be it finally

Resolved. That in the case of seminary professor interviews
our professors be made very much aware of the fact that our
chief goal is to train parish pastors. not future seminary scholars.

from the life of the individual parish, circuit, and District; and
