tion, memorialize the Synod that Bylaw 1.07 of the Constitution
be amended to read as follows:

1.07 Duties of Advisory Members

a. Advisory members of the Synod shall attend the
District conventions: however, congregations with
schools may send as many of their teacher delegates

delegates to a synodical convention, nor shall they be

longer be considered advisory members.

To Disallow Voting Delegates
Attending Two Conventions in
Succession

WHEREAS. Attendance at a convention of the Synod is a
privilege and opportunity that only a few lay persons and a few
clergy of the Synod may experience: and

WHEREAS, This experience is in many ways beneficial to
the persons who attend and participate and should therefore
be shared with others; and

... The pastoral delegate who attended the last regu-
lar convention of the Synod shall not be eligible for
nomination or election as a voting delegate, but he may
serve, if nominated and elected, as voting delegate to
the second convention held following the one at which
he served as a voting delegate.

Add to 1.53 b:

. .. The lay delegate who attended the last regular
convention of the Synod shall not be eligible for

To Delete Congregational Certification
for Lay Delegate

The lay delegates to the synodical conventions are no longer
elected by the congregations but rather by the Circuit meetings
from a list of candidates nominated by the congregations in the
Circuit. It would seem therefore that it would no longer be
necessary to require lay credentials signed by officers of the
congregations. The commission therefore recommends that
the last sentence of Bylaw 1.59 be deleted: ‘In addition, every
lay delegate shall present credentials supplied by the synodical
Secretary and signed by the pastor and two officers of the con-
gregation.”
