To Provide for Removal of President
of a Synodical Institution

WHEREAS, The president of each of the Synod’s institutions
shall be the spiritual, academic, and administrative head
thereof (Handbook 6.91): and

WHEREAS, Experience in a democracy suggests that any
human institution best functions within a proper framework
of checks and balances between those governed and those
governing: and

WHEREAS, The faculty at each synodical institution is given
the opportunity to participate in the selection process and
should also be given a voice in decisions relating to the continua-
tion of service on the part of the president of the institution:
therefore be it

Resolved, That the following Handbook changes be made:
1. Under 6.75 the following paragraph shall be added:

b. If the controversy or disagreement involves the
president of the institution, the matter shall be sub-
mitted to the chairman of the Board of Control for
mediation. If mediation proves unsuccessful, the
matter shall be referred to the Board for Higher
Education.

2. Under 6.77 the following paragraph shall be added:

d. Because the president has special responsibilities
and privileges as executive officer of the Board of
Control and also serves as chief executive of the
faculty, he is held to accountability for such respon-
sibilities and privileges. If two thirds of the eligible
voting members of the faculty vote no confidence in
the president and base their charges on any of the
items mentioned above (6.77 c), this shall constitute
a formal request for dismissal and shall be considered
by the Board of Control.

3. Under 6.78 the following sentence is to be inserted after
the first sentence of the paragraph:

In case of such charges against the president, the
chairman of the Board of Control shall handle the
matter.

4. Under 6.79 the following sentence is to be inserted at the
beginning of paragraph “‘d”:
The Board of Control’s decision for dismissal must
carry by at least a two-thirds majority of its elected
members.

(30 members of the faculty have recorded a negative vote
against this overture and desire this to be reported together with
the overture. The reasons for the dissent will be filed with the floor

the hands of boards which are elected directly by the Synod:
therefore be it

Resolved. That the Synod reaffirm the philosophy and
