CONSTITUTIONAL MATTERS 267
is in disharmony with both Scripture and official Missouri
Synod theology: and
WHEREAS, The so-called Seminex has no official or legal
standing in the Synod but on the contrary is a public offense
representing open anarchy: and
WHEREAS, Leaders of the so-called Seminex and its sympa-
thizers have publicly declared that the so-called Seminex must
continue (Missouri in Perspective. 2/10/75, p. 4, col. 2: ‘““Seminex
Must Live’); therefore be it
Resolved, That the Synod in convention assembled at Ana-
heim declare all Seminex administrative, faculty, and student
personnel persona non grata, expelled from the Synod, hence-
forth denied any rights, privileges of membership, or positions
in the Synod; and be it further
Resolved, That this action be clearly distinguished from the
act of excommunication, in that such action by the Synod is not
attempting to declare Seminex personnel outside the church of
God (for God searches the heart and knows who are His) but
that by this action the Synod is publicly declaring and acting on
what is already a fact —that Seminex personnel are not one with
us in doctrine, Amos 3:3: Rom. 16:17.

To Deal with Calls to Seminex Positions
WHEREAS, Congregations who have called professors and
assigned them to teach at Seminex have violated the Bylaw of
the Synod (4.15 b 1) in placing these men in an office not ap-
proved by the Synod: and
WHEREAS, Professors now teaching at Seminex are teaching
at an educational institution not recognized by the Synod
(Bylaw 4.33 f): therefore be it
Resolved, That such calls be declared not in harmony with
the calling practice of the Synod; and be it further
Resolved, That congregations calling and assigning professors
to teach at Seminex be admonished to renounce and rescind
their action; and be it finally
Resolved, That such as have accepted these calls be placed
in a crm status.

To Minister to Former Faculty
WHEREAS, The Synod in convention assembled declared that
documents written and subscribed to by “the St. Louis faculty
majority” provide “evidence of deviations in doctrine’: and
WHEREAS, The Synod in convention assembled declared that
the theological doctrinal stance of the “faculty majority of
Concordia Seminary, St. Louis” has been shown to be a violation
of Article II of the Synod’s Constitution: and
WHEREAS, The Synod in convention assembled resolved that
these matters be turned over to the Board of Control of Con-
cordia Seminary, St. Louis: and
WHEREAS, The withdrawal of the former “faculty majority”
from the seminary and from the supervision of the Board of
Control has made it impossible for the Board of Control to deal
with the former “faculty majority’; and
WHEREAS, The finding that the doctrinal stance of the former
“faculty majority” is in violation of Article II of the Synod’s
Constitution calls for retraction and repentance: and
WHEREAS, The members of the former “faculty majority”
continue on the clergy roster of The Lutheran Church — Missouri
Synod: and
WHEREAS, It is desirable that the problem created by the
continual espousal of false doctrine be resolved without delay:
therefore be it
Resolved, That the President of the Synod appoint a com-
mittee of pastors and laymen who shall assist the District Presi-
dents in dealing pastorally with the members of the former
“faculty majority” at Concordia Seminary and who shall minister
to them, calling them to repent: and be it further
Resolved, That this committee give priority to dealing with
those members of the former “faculty majority’ who are teach-
ing or supplying supportive services to Seminex: and be it finally
Resolved. That this committee be asked to report regularly
to the President of the Synod on the progress of its efforts to
minister to these brethren.

To Establish Standing Rule
to Regard Preamble as Part of
Resolution
WHEREAS, Much confusion develops in the church when
certain parliamentary rulings seem subject to different inter-
pretation from synodical convention to synodical convention:
and
WHEREAS, It would be in the best interest of order in our
Synod if we had a continuing understanding of how resolutions,
overtures, and/or memorials adopted by the Synod should be
understood: therefore be it
Resolved. That the Southeastern District meeting in conven-
tion in Richmond, Va., memorialize the next convention of the
Synod, asking that a standing rule be established with regard
to all resolutions, overtures, and/or memorials, presented to the
Synod for adoption or adopted by the Synod, that the prefaces,
preambles, and whereas sections be considered an integral part
of the resolution, overture, and/or memorial, and as such sub-
ject to the same serious consideration and adoption in all its
parts as the main motion itself.

To Ask All Synodical Officials to
Indicate Intentions
WHEREAS, The Lutheran Church—Missouri Synod was
formed in order to promote the unity of the true faith and to
enable each member to edify his fellow members and assist them
to avoid doctrinal indifference, chaos, and schism: and
WHEREAS, The above purposes are especially part of the “job
description” for all elected and appointed officials of the Synod
(its officers and all members of its boards, commissions, and
committees): and
WHEREAS, Certain synodical officials have in recent times
refused to indicate their intention to carry out the above-
mentioned purposes of the Synod by either neglecting or reject-
ing certain doctrinal resolutions adopted by the Synod, thus
negating the purpose for which they were selected for office and
attacking one of the chief purposes for which the Synod exists:
and
WHEREAS, The Synod in convention in New Orleans in 1973
declared A Statement of Scriptural and Confessional Principles
