To Strive to Do Convention Business
Only with Project Equality Members

Wuereas, Acts of mercy and justice are basic to the life
of the Christian (cf. Amos 5:23, 24 and Luther's 41st Thesis
and the explanation thereof); and

Wuereas, The Synod has seen fit to endorse Project
Equality as one avenue through which it seeks mercy and
justice; an

Wuereas, Participation in Project Equality has proven
to be an effective witness on the congregation and District
levels; and

Wuereas, Holy Scripture demands that Christians always
“do justice and love mercy” (Micah 6:8): therefore be it

Resolved, That the Synod schedule its future convention
activities and accommodations only at such hotels or audi-
toriums that are members in good standing of Project
Equality; and be it further

Resolved, That, as much as possible, suppliers of goods
and services for our Synod's conventions be selected from
those firms which hold membership in Project Equality.

To Include Teacher Delegates in Mailing
of Convention Proceedings

WHEREAS, Teachers are officially represented at each syn-
odical convention by certain advisory delegates, and

Wuereas, These delegates are provided with the conven-
tion Workbook prior to the convention for their study; and

Wnuereas, These delegates are expected to attend and to
participate in the discussion of the conventions and to re-
port to their fellow teachers; and

Wuereas, Teacher advisory delegates do not presently
receive copies of the convention Proceedings: therefore be it

Resolved, That Bylaw 137 of the synodical Handbook
be amended to include “all advisory teacher delegates.”

To Eliminate Review of Conference Essays

Wuereas, According to the Handbook of the Synod, 4.111
and 4.113, “Essays and minutes of pastoral and teachers con-
ferences should be submitted to a District committee for
a review and this committee is to report its review findings
to the District convention”; and

Wuereas, There are many difficulties involved in such
a committee working efficiently; and

WHEREAS, Responsibility for doctrinal review rests with
the Office of the President (President, Vice-Presidents, Cir-
cuit Counselors) ; therefore be it

Resolved, That the Texas District in convention assem-
bled memorialize the next convention of Synod to eliminate
the section of a review of conference essays from the Hand-

book and provide for continued doctrinal review through
the Office of the District President, Vice-Presidents, and

Circuit Counselors. Texas DISTRICT

To Eliminate Excuse Committee
for District Conventions

Wuereas, Paragraph 3.19 requires that all duly elected
and advisory members shall attend all sessions of the Dis-
trict convention: and

Wuereas, Paragraph 3.19 further provides that all dele-
gates who arrive late or leave early or who do not attend
the convention provide a written excuse; and

Wuereas, To carry out such a procedure at the District
conventions, Excuse Committees in the larger Districts ex-
pend unusual amounts of time attempting to determine the
accuracy of registrations: and

WuEREAS, It is almost an impossibility to tell whether the
delegate has truly come late or has left early; and

Wuereas, Often the reports of these committees are in-
complete and often prove to be quite embarrassing; and

Wuereas, Seldom if ever is the requirement of Paragraph
3.19, “Unexcused delegates shall be admonished by the Dis-
trict President,” carried out with any success, and

Wuereas, We believe in the final analysis the attendance
of voting delegates and advisory delegates takes place be-
cause of the interest of the congregations and individuals
involved rather than because they may be unexcused and
admonished for nonattendance; therefore be it

Resolved, That the Synod remove Paragraph 3.19 from
the present synodical Handbook and substitute this para-
graph with the following words:

All duly elected delegates and advisory mem-
bers are encouraged to attend all sessions of the
convention regularly until the close of the con-

vention. Boarp OF DIRECTORS

To Supply Guidelines
for Congregational Offices
Wuereas, Officers and committees of congregations

throughout the LCMS face common tasks and common prob-
lems; and

Wuereas, It would be helpful for these officers and com-
mittees to pool and share their experiences; and

Wuereas, Certain prescribed bookkeeping procedures are
incumbent upon all congregations because of government
regulations andor participation in retirement and welfare
programs, therefore be it

Resolved. That the 50th convention of the Synod direct
the Synod’s Council of Administrators to prepare a set of
guidelines for various congregational officers and commit-
tees, including explicit directions and specific instructions
and numerous models that have been tried and tested and
found effective and which could, in turn, serve as patterns
for use in other congregations.

To Call Circuit Counselors’ Convocations

Wuereas, The Synod desperately needs an alternative to
the highly political and often emotionally charged biennial
conventions in which power plays. pressure tactics, and
legalisms threaten to be the rule: and
