HIGHER EDUCATION 271
requirements of the senior colleges as they proceed to meet
graduation requirements at the junior college level. Trans-
fer programs in nursing have also been introduced.
Plans for the Future
Since the closing of the high school department at the
end of the 1970—71 school year, St. John's has ample space
to accommodate more college students without requiring
expenditures for additional dormitories or classrooms. Some
of this space is currently being rented temporarily to the
Winfield Public High School for classes while their new
buildings are under construction.
The chapel-auditorium and several classrooms in Meyer
Hall are in need of renovation and have been identified as
high priority needs in the Rejoicing in Mercy thankoffering
now underway. A very active alumni organization has also
indicated interest in assisting with this project. The continu-
ing demand hy congregations for our women graduates who
have completed our parish worker program annually absorbs
the number of students who have completed their prepara-
tion for this Specialized service to the church,
In addition to its traditional programs of pretheological,
teacher training, predeaconess, parish worker, social worker,
business education, and liberal arts, St. John’s wishes to con-
tinue to explore new Opportunities for service to the whole
nursing program leading to an R.N. The excellent medical
and hospital facilities in Winfield, including a vacant com-
munity-owned nurses dormitory that is available for use
by St.John's in addition to an expressed interest by the
citizens of Winfield and the surrounding area, are factors
which contribute to the feasibility of such studies,
The challenges of the future include seeking to improve
the efficiency of administration and all Operations in an
effort to keep operating costs as low as possible in the midst
of an inflationary economy: continuing and intensifving re-
cruitment efforts for church work vocations: developing
more avenues of local financial support; and above ll,
striving to maintain the highest quality academic standards
without compromising a philosophy of Christian education
that is rooted in the Holy Scriptures and which proclaims
Jesus Christ as our only Lord and Savior.

To Restructure BHE
Wuereas, The excellence of faculty personnel in the Mis-
souri Synod's system of higher education continues to be
a major asset as an integral part of the church's real struggle
for quality in education: and
aration for this ministry, but also after they become fuil-
time teachers of the Word of God; and
WHEREAS, This teaching of God’s Word continues to paral-
lel in importance the preaching of His Word in these
times of striving to meet the critical needs of God's youth as
they are exposed to both ministries; and
Wuereas, The job-market trend in the current educa-
tional setting seems to be less stabilized or secure than in
previous years: and
Whereas, The continued success of quality Christian edu-
cation is dependent on a stabilized educational system which
involves all of its Participants within the learning process:
and
Whereas, Those who teach within this system have had
to contend with limited success being achieved in areas con-
cerning their welfare from resolutions of past synodical con-
ventions; and
WHEREAS, These teachers continue to be affected by school
closures or cutbacks due to a variety of reasons: and
Whereas, Many of these faithful, fellow workers in Christ
have had to leave behind them various aspects of security
without any voice on a local level given them in decision-
making, despite their years of service or despite the up-
heaval caused in their lives by the traumatic consequences
of this insecurity while still trying to maintain propriety in
the classroom: and
Wuereas, This type of action is not conducive to the
modern principles of progressive education on any level in
any Christ-centered system; therefore be it
Resolved. That in future elections of BHE members, be-
ginning with the 1975 convention, three specific positions
be allotted to three present teaching ministers of the LCMS
who hold no administrative positions, but are full-time class-~
room teachers in higher education: and be it further
Resolved. That any local decision-making in higher edu-
cation which concerns the breaking of a contractual agree-
of his contract would mean tenure, be made only through
proper channels established beforehand by the existing fac-
ulty of the institution involved; and be it finally
Resolved. That guidelines for handling decisions of this
nature be given to existing faculties throughout the system
of higher education by the BHE. with the understanding
that until this is done no decisions of the above nature will
be considered valid by the local governing boards or their
faculties.

To Interview Theological Candidates
Whereas, It is essential for the preservation of sound
doctrine that the Synod be assured of true fidelity to the
Scriptures and the Lutheran Confessions on the part of its
theological graduates: and
Whereas, Other church bodies have a system for inter-
Viewing theological candidates before accepting them into
their ministry; and
WHEREAS, The theological climate in our Synod is such
that there are diverse positions on the Holy Scriptures and
other important doctrines: therefore be it
Resolved. That the Synod empower the synodical Presi-
dent and Vice-Presidents in consultation with the Council
of Presidents to appoint a Board of Review which shall
interview the graduates of Synod’s seminaries each year at
an appropriate time and certify said graduates for place-
Resolved. That the size and method of operation of the
Board of Review shall be determined by the synodical Presi-
dent and Vice-Presidents in consultation with the Council
of Presidents: and be it finally
Resolved. That the Board of Review in certifying the
theological graduates as candidates for placement shall be
guided by. but not bound by, the recommendation of the
placement officers of the seminaries of the Synod.
